Job Summary
The Director of Everett Main Repair is responsible for the overall management and operation of the Everett maintenance facility and collaborates with Rail Maintenance, Bus Maintenance, Vehicle Engineering, and other departments to support maintenance, repair, overhaul, and component-rebuild activities for the Authority's rail and bus fleets. The Director oversees Everett Main Repair programs, shop operations, workforce performance, and the safe, efficient, and timely delivery of maintenance and overhaul support. The Director also supports the development, implementation, and continuous improvement of reliability-centered maintenance practices and programs.
Duties & Responsibilities
- Under the general direction of the Chief Mechanical Officer and Deputy Chief Mechanical Officer, collaborate with Rail Maintenance, Bus Maintenance, Vehicle Engineering, and other applicable departments in the development, implementation, and administration of reliability-centered maintenance programs for the Authority's rail and bus fleets, including new vehicle programs and existing fleet initiatives.
- Contribute to the development and implementation of maintenance strategies that support the Authority's state-of-good-repair objectives for rail and bus vehicles, including the planning and oversight of component overhaul, repair, rebuild, and manufacturing activities performed at Everett Main Repair.
- Develop and implement corrective actions to improve component and fleet reliability, including production planning, work prioritization, scheduling, staffing allocation, coordination of project activities, cost review, and the development of consistent work standards.
- Ensure work performed at Everett Main Repair is completed safely, efficiently, timely, and in accordance with applicable Authority standards, procedures, and requirements.
- Provide leadership and direction to the Everett Deputy Director, Maintenance Superintendents, and other assigned management and technical staff.
- Support the development of maintenance plans, procedures, material requirements, and related maintenance needs for rail and bus vehicle fleets.
- Provide leadership and oversight for capital-funded vehicle and component overhaul, rebuild, and modernization programs assigned to Everett Main Repair, including planning, scheduling, resource coordination, production oversight, and coordination with Engineering, Capital Programs, Procurement, vendors, and Vehicle Maintenance stakeholders.
- Oversee Everett Main Repair operations and establish maintenance and production objectives based on shop performance, workload, workforce availability, equipment, facilities, and fleet needs.
- Develop, implement, and support preventive and reliability-centered maintenance practices intended to improve component and fleet performance and reduce failures.
- Maintain knowledge of and fulfill responsibilities associated with the MBTA Safety Plan, and ensure employees have appropriate resources, information, and direction to meet applicable safety requirements.
- Establish and monitor standard repair times and production expectations for recurring work performed at Everett Main Repair, consistent with applicable work standards, collective bargaining agreements, and Authority policies.
- Support continuous-improvement initiatives, including Lean and other process-improvement practices, to improve safety, quality, productivity, and efficiency.
- Participate in weekend and holiday on-call rotations as required.
- Assist in the preparation, administration, monitoring, and review of the Everett Main Repair operating and capital budgets, as applicable.
- Participate in recruitment, selection, onboarding, development, and performance-management activities for assigned staff in accordance with Authority policies and procedures.
- Ensure compliance with applicable Authority policies, procedures, safety standards, required training, and established employee-relations processes.
- Ensure equipment, facilities, materials, work-in-process, and other physical assets under Everett Main Repair control are properly safeguarded, maintained, and stored.
- Travel to work locations and respond to operational needs, emergencies, and special events as required.
- Respond directly or through assigned staff to emergencies and operational issues on a 24-hour, seven-day-per-week basis, as required.
- Communicate with employees, customers, vendors, contractors, and other stakeholders in a professional and respectful manner.
- Support effective labor-management relationships and ensure fair and consistent application of applicable policies, procedures, collective bargaining agreements, and workplace standards.
- Participate in all phases of the recruitment and selection of employees for the department.
- Ensure the department's compliance with Authority
policies and procedures, including compliance with all applicable safety standards, discipline processes, and mandated trainings.
- Ensure all inventory, equipment, facilities and materials under their control are protected and maintained and stored in a safe operating condition.
- Perform related duties and special projects as assigned.

Supervision
- Will direct and supervise approximately 200 maintenance employees including Superintendents, Supervisors, Forepersons Engineers and other front-line staff.
Minimum Requirements & Qualifications
- A bachelor's degree from an accredited institution.
- Seven (7) years of progressively responsible experience in transportation equipment repair, maintenance, overhaul, manufacturing, or a closely related field.
- Five (5) years of supervisory or management experience overseeing employees, programs, or operations.
- Demonstrated organizational, analytical, decision-making, and problem-solving skills.
- Demonstrated ability to lead, supervise, develop, and work effectively with a diverse workforce.
- Demonstrated ability to communicate effectively and professionally with employees, customers, vendors, contractors, and other internal and external stakeholders.
- Ability to appropriately handle sensitive and confidential information.
- Proficiency with Microsoft Word and Excel, with the ability to learn and effectively use applicable MBTA business and maintenance systems, including PeopleSoft.
- Valid driver's license in accordance with MBTA policy.
- Ability to work various shifts and locations as assigned or required by operational needs.
- Ability to respond directly or through assigned staff to emergencies and operational issues on a twenty-four (24) hour, seven (7) day per week basis, as required
Substitutions
- A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement.
- An associate degree from an accredited institution with an additional three (3) years of directly related experience substitutes for the bachelor's degree requirement.
- A master's degree in a related subject substitutes for two (2) years of general experience.
- A nationally recognized certification or statewide/professional certification in a related field substitutes for one year of experience.
Preferred Experience & Skills
- A bachelor's degree in Mechanical Engineering, Engineering Technology, or a closely related technical field from an accredited institution.
- Eight (8) years of progressively responsible experience in transportation equipment repair, maintenance, overhaul, manufacturing, or a closely related field.
- Experience in the repair, maintenance, overhaul, manufacturing, and/or engineering of rail and/or bus vehicles and related components.
- Experience serving in a Superintendent, Deputy Director, Director, or equivalent management-level position within a transportation, maintenance, manufacturing, or heavy industrial environment.
- Experience supervising and managing a multi-union workforce.
- Experience managing complex maintenance, overhaul, reliability, or capital improvement programs.
- Experience working collaboratively with Engineering, Operations, Capital Programs, Procurement, Safety, and other internal and external stakeholders.
- Knowledge of reliability-centered maintenance, preventive maintenance, continuous improvement, Lean principles, and/or similar maintenance-management practices.
