    GENERAL SUMMARY

    The Director of Facilities Management manages the efficient provision of auxiliary services including contracted custodial services, contracted building repairs and maintenance, mailroom, and event management, as well as contracted services for trash removal, recycling, and pest control. This position implements work processes and procedures to ensure an efficient, safe, and well-maintained environment for students, faculty, staff, and the community. In overseeing these operations, the Director of Facilities Management must possess a thorough knowledge of University policies to serve as a resource person and provide guidance for the day-to-day operation of facility services, campus operations, and third-party vendors. The Director must give guidance in determining needs for facilities and auxiliary operations. The Director of Facilities Management reviews all transactions and reports for component units to determine possible areas for cost-saving and improved services. The Director must prepare special reports as requested by the University Administration and/or state offices.

    ESSENTIAL JOB FUNCTIONS

    • Confer and coordinate with service vendors on the scheduling and provision of contracted building and grounds maintenance services, monitor work, and ensures repairs and work services provided comply with established quality standards and contract requirements.
    • Coordinates work efforts with the Vice President for Finance, Administration & Business Innovation/CFO, building engineers, and other external partners in establishing work processes and procedures for the efficient handling and prioritizing of service requests, building events, and response to emergency requests to ensure a safe environment.
    • Responsible for drafting and/or reviewing all contracts for bidding, awarding, and sole source documentation as required and making recommendations to the Chief Financial Officer.
    • Administer the Facilities, Food Service, and Print Shop contracts, which involves participating in the selection process, negotiating contract terms, establishing an annual operational schedule, reviewing day-to-day operations to ensure compliance with contract terms, surveying students to ensure needs are met, and approving payment of all invoices, in conjunction with the Chief Financial Officer.
    • Manage all property (building, equipment, fixed assets, etc.) insurance policies, and athletic insurance.
    • Responsible for overseeing the allocation of insurance premium costs to various University accounts; procuring special insurance coverage; dissemination of insurance information to the University community; problem-solving; and claims administration.
    • Responsible for maintaining the current list for all buildings and land, and for managing rental/lease property (if applicable) held by the University.
    • Responsible for ensuring that all fixed assets items received are properly tagged and accounted for in the master file, in addition to ensuring that annual reports involving inventory adjustments are provided in a timely manner to the administration as well as auditors.
    • Handling the disposal of surplus property and equipment when its use to the University is complete in accordance with procedures prescribed by the University.
    • Provide direct guidance for the overall operation of mailroom operations, fixed asset and property management, fleet management, and construction projects.
    • Responsible for organizing and directing work in contract administration and risk management with the Assistant Vice President/Controller and the Chief Financial Officer.
    • Serve as the resource person for all auxiliary employees in determining answers to questions involving the application of University policies, procedures, rules, and regulations.
    • Regularly reviews the status of departmental goals and makes any necessary adjustments to ensure the final objectives are obtained.
    • Develops and provides training and guidance to all University personnel regarding University and Board of Trustees policies, procedures, and statutes.
    • Review and make recommendations on cafeteria functions, and process invoices for payment.
    • Work with the cafeteria on equipment issues, maintenance, and repairs.
    • Directs the efficient operation of all campus vehicles including motor pool maintenance; utility management and shipping and receiving.
    • Coordinates maintenance and repair work on vehicles, in addition to managing the rental of University facilities.
    • Administers the selection, training, evaluation, and development of Auxiliary Services staff.
    • Coordinates work schedules with campus activities and works cooperatively with students, faculty, and staff to enhance public relations and further the effectiveness of the University auxiliary services.
    • Ensures proper paperwork is filed for real property tax exemption.
    • Direct the preparation of the Departmental Annual Report and other reports for compliance with University policy.
    • Comply with all legal requirements of the State of Florida and the United States.
    • Oversee Print shop operations.
    • Direct the moving of University property campus wide.
    • Performs all other related duties as assigned by the Supervisor.

    REQUIRED QUALIFICATIONS

    • A Bachelor's degree in business or a related field is preferred.
    • Two to three years of demonstrated contract bidding and negotiation and/or construction and supervision.
    • A combination of education and experience may be taken into consideration based on the applicant's credentials.
