Partners For Quality Inc. is a private, non-profit social services organization based in Robinson Township with a satellite office in the East Hills area. We are the administrative parent company to 5 subsidiaries and are responsible for the Fiscal, Payroll, HR, IT and support services to each. Our subsidiaries include Allegheny Childrens Initiative, Citizen Care, Exceptional Adventures, Milestone Centers and the PFQ Foundation. Through these subsidiaries, we provide community based supports and services to adults and children with intellectual disabilities and behavioral health challenges in Allegheny County.

 

Responsibilities:

Reports to the Chief Operating Officer. Leads facility operations for all PFQ locations. Makes sure buildings are safe, clean, repaired, and ready for use. Oversees facility and fleet staff, maintenance, repairs, projects, vendors, budgets, safety, inspections, and emergency planning. This work must support the Vision, Mission, and Values of Partners For Quality, Inc.

 

Administrative & Strategic Leadership

    • Lead facility work for all PFQ locations.
    • Supervise, coach, and support facility staff.
    • Set goals and improve how the department works.
    • Prepare and track budgets, capital plans, and replacement needs.
    • Work with landlords, vendors, contractors, consultants, and service providers.
    • Use facility data to find problems and recommend fixes.
    • Track project timelines, costs, quality, vendor work, and compliance.
    • Support building systems, security systems, and energy-saving efforts.
    • Provide executive oversight and supervision of the Fleet Coordinator to ensure organizational vehicle operations are conducted safely, efficiently, and in compliance with all regulatory, insurance, and organizational requirements.

     

  • Operations

     

    • Help facility teams when extra support is needed.
    • Oversee maintenance, repairs, renovations, construction, and space use.
    • Make sure buildings follow safety, fire, building code, licensing, environmental, and OSHA rules.
    • Keep preventative maintenance and work orders on track.
    • Complete inspections and follow up on repairs or corrections.
    • Keep buildings safe, clean, welcoming, and ready for use.
    • Lead facility emergency planning and disaster response work.
    • Oversee the agencies fleet of vehicles
    • Develop and manage the on-call schedule and participate in the rotation.
  • Safety, Risk Management & Compliance

     

    • Work with HR, Compliance, and Quality on safety concerns.
    • Help with inspections and make sure corrections are completed.
    • Keep safety records, permits, inspections, certifications, and testing schedules current.
    • Member of the PFQ Safety Committee
    • Ensure agency vehicles are operating in compliance with state requirements

Qualifications:
    1. High school diploma or equivalent required. Technical school, trade school, or vocational training in facilities maintenance, building systems, construction trades, or a related field preferred, with seven (7) years of progressively responsible experience in facilities preferred

    management, building operations, construction management, property management, or a related field, preferably in a multi-site organization.

    OR

    1. Bachelor’s degree in Facilities Management, Engineering, Construction Management, Business Administration, Public Administration, or a related field also preferred with a minimum of five (5) years of progressively responsible experience in facilities management, building operations, construction management, property management, or a related field, preferably in a multi-site organization
    1. Minimum of three (3) years of supervisory or management experience, including responsibility for coaching, performance management, staff development, and departmental accountability.
    2. Demonstrated knowledge of facility operations, fleet management, preventative maintenance, , life-safety systems, fire safety, , environmental safety, and regulatory compliance requirements.
    3. Knowledge of applicable federal, state, and local building codes, OSHA standards, licensing requirements, safety regulations, and inspection processes.
    4. Experience developing and monitoring budgets, capital plans, preventative maintenance schedules, vendor contracts, project timelines, and repair or renovation priorities.
    5. Strong project management skills, including the ability to coordinate contractors, vendors, consultants, internal departments, and multiple competing priorities.
    6. Ability to analyze facility data, work order trends, inspection findings, project costs, and performance metrics to support recommendations and operational improvements.
    7. Excellent written, verbal, interpersonal, and organizational skills, with the ability to communicate effectively with executive leadership, subsidiary leaders, employees, contractors, regulatory representatives, and external partners.
    8. Proficiency with Microsoft Office applications, work order systems, facility management systems, dashboards, and other technology used to manage operations, reporting, and documentation.
    9. Ability to respond to facility emergencies, participate in emergency preparedness activities, and provide hands-on operational support when needed.
    10. Must be able to pass required physical, background, and clearance requirements, including Act 33, Act 34, and FBI Clearances, as applicable.
    11. Valid driver’s license and ability to travel between PFQ locations as required.
Minimum Compensation: USD $70,000.00/Yr. Maximum Compensation: USD $80,000.00/Yr.

Exceptional Adventures has more than 40 years of experience providing vacation opportunities, social events and monthly dances for individuals with intellectual and developmental disabilities. Our recreational and travel programs are designed to support guests in a wide variety of activities. Organized trips include motor coach, flight, train and cruise packages which are offered year-round.

Milestone Centers supports individuals with behavioral health challenges and intellectual & developmental disabilities in communities throughout Western Pennsylvania. Our Agency oversees 20 residential settings, two outpatient offices, three adult training facilities, a prevocational enterprise program, a consumer drop-in center, habilitation services, and two Health Care Quality Units in Butler and Warren, which train professionals in 18 counties. Milestone Centers has earned certification from the Sanctuary Institute for providing trauma-informed care.

The Partners For Quality Foundation conducts fundraising for all organizational services and supports.  Partners For Quality Inc. receives operating funds through various sources, private gifts, grants and special events helping the agency go “above and beyond” basic needs. The Foundation’s goal is to build and strengthen PFQ’s support resources to supplement government dollars.
