Job Title: Director of Accounting Contract Days: 226 Reports to: Chief Financial Officer Dept./School: Business & Finance Pay Grade: Admin/Prof 06 Wage/Hour Status: Exempt Funding Source: Local Revision Date: November 2022 Primary Purpose: This position will be responsible for developing and maintaining accounting principles, practices and procedures to ensure accurate and timely financial statements. Qualifications: Education/Certification: Bachelor's degree in business or related field (REQUIRED) Master's degree in business or related field (REQUIRED) Texas Association of School Business Officials certified (Preferred) 5 years' experience working with school district finance or equivalent combination of education and overall Finance and or accounting experience Special Knowledge/Skills: Knowledge of governmental accounting and auditing principles established by the Governmental Accounting System Board (GASB) Knowledge of computerized accounting systems Ability to analyze and interpret financial data, evaluate accounting problems, develop data, and recommend improved procedures Ability to use software to develop complex accounting reports, spreadsheets, and databases Some familiarity with financial investment market and investment practices for public school districts Effective organizational, communication, and interpersonal skills Experience: Five years accounting experience at a high level of responsibility Major Responsibilities and Duties: Accounting 1. Maintain an adequate system of accounting records, and set of controls to mitigate risk, enhance the accuracy of the company's reported financial reports, and ensure that reported results comply with generally accepted accounting principles 2. Assist in preparation of the Comprehensive Annual Financial Report (CAFR) per Government Finance Officers Association (GFOA) guidelines. 3. Support the preparation of the district's annual audit in compliance with local, state, and federal requirements to ensure the financial position of the district is fairly stated and in conformity with generally accepted accounting principles. 4. Implement and maintain accounting procedures to ensure legal, accurate, and timely processing of all transactions posted to the general ledger. 5. Perform periodic accounting review and analysis at the organizational and district-wide levels. 6. Maintain investment officer training in accordance with legal investment training requirements. 7. Complete and oversee the preparation of Bank Reconciliations 8. Support and execute month end close to assure timely, accurate, and complete periodic accounting records 9. Manages accounting records for district grants. 10. Work effectively with Payroll and Benefits staff to assure timely and accurate reconciliation of payroll/benefit payments and general ledger liability accounts 11. Prepare and oversee monthly and year end reconciliations for grant revenue and expenditures. 12. Monthly general ledger reconciliation of all TRS and IRS payments. 13. Classify, record, and summarize numerical and financial data to compile and maintain financial records according to governmental accounting principles and district procedures. 14. Oversee the preparation of data for journal entry and budget transfers. 15. Oversee the preparation of income statements, balance sheets, consolidated statements, and other statements and reports. 16. Oversee and monitor expenditures with budget availability. 17. Set up and maintain account controls, logs, and files. 18. Oversee cost accounting activities, bank reconciliation, or accounting for grant expenditures. 19. Review and verify accuracy of journal entries, accounting methods, and procedures. 20. Actively seek out professional development activities designed to improve performance in identified needed areas. 21. Other duties as assigned working in a collaborative and teambuilding environment. Administration 22. Work with administrators, principals, directors, and staff regarding budget and accounting issues. 23. Follow district safety protocols and emergency procedures. 24. Compile, maintain, and file all reports, records, and other documents required, including auditable records and financial statements. Other 25. Assign work to Staff Accountant and other employees engaged in accounting activities. 26. Other duties as assigned Supervisory Responsibilities: Staff Accountant Equipment Used: Personal computer, printer, calculator, fax machine, other general office equipment Working Conditions: Mental Demands/Physical Demands/Environmental Factors: Must maintain emotional control and exercise reasoning and problem solving skills while under stress. Must demonstrate ability to communicate effectively (verbal and written). Should be able to interpret procedures and analyze data for decision-making. Occasional in-district travel. Occasional prolonged and irregular hours and heavy lifting. Safety: Contribute to the prevention of accidents and injuries by observing safety rules and District policy, practicing the principles and skills taught in safety training, wearing personal protective equipment as required, reporting injuries and incidences immediately to supervisor, and being proactive in the ongoing efforts to improve and maintain workplace safety.
