Organizational Overview

The Indiana Conference of The United Methodist Church's mission is to make disciples of Jesus Christ for the transformation of the world by equipping local churches for ministry and by providing a connection for ministry beyond the local church, all to the glory of God.

Overall Position Purpose

The Director of Finance and Conference Treasurer have executive functions, in accordance with ¶619.1 of The 2020/2024 Book of Discipline, serves as a primary staff leader responsible for all aspects of financial strategy, reporting, risk management, and property management, working in close coordination with the Director of Administrative Services. This role ensures faithful stewardship of the Indiana Conference resources and sustainable financial practices supporting ministry. The Director integrates financial leadership with connectional priorities for resourcing local churches to strengthen their financial activities, and basic legal and administrative needs.

The Director provides support for Indiana Council on Finance and Administration (CF&A) and Conference Trustees.

Strategic Leadership & Financial Alignment

The Director of Finance and Conference Treasurer shepherds the missional alignment around key priorities:

  • Resource alignment to support ministry effectiveness
  • Strengthening local church financial capacity

Core Responsibilities

  • Vision and Strategic Financial Leadership: Advise Bishop, Conference leaders and local churches with respect to stewardship, connectional support, and sustainability. Lead development of the Annual Conference budget in collaboration with leadership. Provide strategic financial insight and align planning with missional priorities.
  • Financial Administration: Leads the development of the Annual Conference budget with Indiana Council on Finance and Administration (CF&A), seeking input from the appropriate persons/entities, as well as plans for general expenditures and revenues. Works with appropriate boards and commissions to ensure support materials for all board/commission meetings are accurately generated and appropriately distributed. Oversee accounting and financial reporting processes. Interpret financial data for leadership and boards. Develop and implement financial and administrative policies. Oversee designated and restricted fund reconciliation and ensure proper fund accounting across all Conference funds. Lead financial institution selection and banking relationship management, including treasury, cash management, and payment controls. Interpret financial information and reports related to Conference policies in cooperation with the appropriate entities and denominational agencies.
  • Financial Reporting: Direct the monthly close process and ensure the timely, accurate preparation of financial statements and reports. Coordinate the annual audit and related engagements, serving as the Conference's primary liaison to external auditors and ensuring audits are completed on a timely basis. Oversee the Conference's tax compliance and reporting, including federal, state, and multi-state filings, and any related matters, in coordination with legal and tax counsel. Oversee grant accounting and reporting, ensuring disbursements and documentation aligns with grant terms and donor intent.
  • Investment Management: Develop and execute the Conference's investment strategy, managing investing policies and guidelines in accordance with The United Methodist Book of Discipline and INUMC Financial policies. Exercise fiduciary oversight of the Conference's investment assets across all pools, including evaluating asset-manager performance and structure, monitoring distribution and spending-policy governance, and recommending changes to the manager structure to the appropriate boards.
  • Risk Management: Oversee risk management activity. Works with Conference Trustees to administer/oversee Conference property management, including but not limited to, Conference Center, closed church real estate, vehicles, and equipment. Coordinate/review/secure commercial insurance policies for the conference. Ensure compliance with legal and regulatory requirements.
  • Connectional Collaboration: Responsible for developing and maintaining relationships with the General Council on Finance and Administration (GCFA), the Indiana Council on Finance and Administration (CF&A), Indiana Conference Trustees, the Heartland Foundation, and insurance consultant(s). Prepare and conduct stewardship and financial administrative training sessions for Conference and District events.
  • Presence and Participation: Convene and attend meetings with boards, agencies, committees, and team members as related to the work of the Director of Finance and Conference Treasurer. Supervision of staff/volunteers: Provide oversight and supervision for the Finance Department and support and guidance for CF&A, and Trustees.

Organizational Leadership:

Serves on the Conference Strategic Administrative Team, Missional Alignment Team, Heartland Foundation, CF&A, and Trustees.

Qualifications: Knowledge, Skills, Gifts, and Abilities

  • Spiritual: A lay or clergyperson who has a mature faith in Jesus Christ. One who exemplifies their faith through in their leadership, with a heart for service and a strong commitment to the mission of The United Methodist Church.
  • Education and Credentials: Bachelor's degree required from an accredited institution of higher education; Master's or equivalent in accounting, business, finance, or public administration is required. CPA or equivalent strongly preferred.
  • Experience: Proven and demonstrated executive leadership with the ability to manage a complex, multi-million-dollar system and processes. An adaptive leader, who remains agile in a fast-paced environment. Substantial experience in accounting and financial management, including audit coordination, fund accounting, banking, tax compliance, investment oversight, and non-profit accounting. Additionally, possess a substantial familiarity with the structure and polity of The United Methodist Church and the Indiana Conference.
  • Competencies: Strategic and critical thinking, active listening, team building, collaborative, effective written and verbal communication, organizational and administrative management, culture intelligence demonstrating both commitment and competency.

Workplace Requirements:
