Position: Director of Fiscal Services

The Director of Fiscal Services reports to the Chief Financial Officer and serves as a strategic partner by implementing financial controls and oversight that strengthen cash management, promote fiscal discipline, and effect savings for the College. This position assumes responsibility for accounts payable, cash and treasury operations, and financial systems administration, and partners with Grants Management on the reconciliation of grant accounts. The Director of Fiscal Services is responsible for training, directing, and guiding assigned personnel in achievement of these objectives.

Essential Functions:

• Provides inclusive, strengths-based leadership and support for Finance Division functions including accounts payable, restricted funds, capital and project accounting, banking, and cash operations, collaborating across the institution.
• Assists with cash management forecasts and monitors daily cash position to support the College's liquidity and spending objectives.
• Approves bank deposits and treasury activity generated in and by the College and ensures accurate and timely processing of cash management transactions and filing of related reports.
• Approves and reviews accounts payable invoices and ensures timely, accurate disbursement.
• Partners with Grants Management on the reconciliation of grant accounts, ensuring grant expenditures, drawdowns, and reimbursements are accurately recorded and reconciled to the general ledger.
• Assists the Controller in the financial reporting of the College, including support for the preparation of annual financial statements for the independent auditors and reports to SUNY and the New York State Comptroller's Office, and provides supporting schedules, reconciliations, and analysis as requested.
• Prepares and distributes internal financial and operational reports needed in support of operational decisions and compliance purposes.
• Ensures all accounting and reporting within areas of responsibility is conducted in compliance with FASB, GASB, SUNY, New York State, and other applicable grant awards, laws, and regulations.
• Ensures compliance with applicable federal and state regulations, SUNY policy, County requirements, and College policies and procedures, and assists in the development and maintenance of internal controls and written fiscal procedures.
• Manages and maintains financial management software systems related to areas of responsibility, including the College's ERP finance module and related reporting and workflow tools; supports system upgrades, testing, and end-user training.
• Directly supervises the accounts payable function and assigned clerical, administrative; responsible for training, directing, and guiding assigned staff in achievement of these objectives.

• Perform other job-related duties as assigned

Required Qualifications:

• Bachelor's degree in Accounting, Finance, Business Administration, or a closely related field
• Minimum of five (5) years of progressively responsible accounting or financial operations experience, including supervisory experience; experience in higher education, governmental, or not-for-profit fund accounting strongly preferred.
• Working knowledge of GASB and FASB standards, fund accounting, grants administration, and internal control frameworks.
• Demonstrates effective communication skills across the College. Must possess a strong commitment to excellence in service, effective communication, and confidentiality.
• Proficiency with enterprise financial systems and advanced spreadsheet skills; ability to build and analyze financial reports.
• Ability to manage multiple priorities and deadlines in a collaborative, service-oriented environment.

Preferred Qualifications:

• Master's degree and/or CPA preferred.

Starting Salary: $110,000 - $120,000
