Job Summary:

The Director of Government Affairs and Market Outreach serves as the organization''s primary liaison with federal, state, and local government agencies, elected officials, regulatory bodies, and community stakeholders. This position leads advocacy initiatives that advance policies, funding opportunities, and legislative priorities supporting individuals affected by substance use disorders (SUDs) and co-occurring mental health conditions.

The Director will develop and implement strategic government relations efforts that promote access to evidence-based treatment, Medication for Opioid Use Disorder (MOUD), harm reduction services, recovery support programs, and healthcare equity. The role works closely with executive leadership to ensure the organization remains informed, compliant, and actively engaged in policy developments affecting outpatient treatment services.

Essential Functions:

• Serve as the area subject matter expert on regulatory requirements, accreditation standards, and internal policies.
• Develop and execute a comprehensive government relations strategy aligned with organizational goals and mission.
• Build and maintain productive relationships with federal, state, and local legislators, policymakers, regulatory agencies, and healthcare associations.
• Monitor, analyze, and communicate legislative, regulatory, and funding developments affecting substance use disorder treatment and behavioral healthcare.
• Advocate for policies that improve access to outpatient treatment services, MOUD, recovery supports, harm reduction initiatives, and integrated healthcare services.
• Represent the organization at legislative hearings, regulatory meetings, policy forums, and industry conferences.
• Coordinate advocacy campaigns and stakeholder engagement efforts to support organizational priorities.
• Provide strategic guidance to executive leadership regarding public policy trends, regulatory changes, and legislative opportunities.
• Develop organizational responses to proposed legislation, regulations, and public health initiatives.
• Collaborate with leadership to identify opportunities for public funding, grants, and government partnerships.
• Foster partnerships with healthcare providers, recovery organizations, community coalitions, advocacy groups, and professional associations.
• Serve as an ambassador for the organization within the behavioral health and substance use disorder treatment community.
• Organize stakeholder meetings, educational events, and advocacy activities that increase awareness of addiction treatment and recovery services.
• Promote public understanding of substance use disorders as chronic, treatable health conditions.
• Monitor regulatory changes affecting OTP operations, accreditation standards, reimbursement, and behavioral health services.
• Collaborate with compliance, clinical, and operational leaders to assess the impact of regulatory developments.
• Other duties as assigned.
