    Director of Government Contracts & Partnerships

    Department: Business Development
    Reports To: CEO / Executive Leadership

    Position Summary

    The Director of Government Contracts & Partnerships will be responsible for developing and executing the company's government contracting and strategic partnership strategy. This position will identify, pursue, and secure government contracting opportunities while building relationships with government procurement professionals, agencies, prime contractors, subcontractors, and strategic business partners.

    The Director will serve as a key representative of the company within the government contracting and procurement community and will be responsible for expanding the company's presence, identifying new revenue opportunities, developing strategic relationships, and positioning the organization for long-term growth.

    This role requires a highly proactive, relationship-driven professional who understands business development, government procurement, contract opportunities, and the importance of networking and relationship management.

    Key Responsibilities

    Government Contract Development & Acquisition

    • Research and identify federal, state, and local government contracting opportunities aligned with the company's capabilities.
    • Monitor government procurement portals, bid opportunities, solicitations, RFPs, RFQs, RFIs, and other sources of government business.
    • Develop and maintain a pipeline of government contracting opportunities.
    • Evaluate opportunities and make recommendations regarding pursuit strategy, qualification, and potential return on investment.
    • Coordinate with internal leadership and operational teams to develop competitive responses to government solicitations.
    • Support proposal development, pricing strategy, presentations, negotiations, and contract awards.
    • Identify opportunities for the company to serve as a prime contractor, subcontractor, or strategic teaming partner.
    • Develop strategies to increase contract awards and recurring government revenue.

    Government Procurement & Relationship Development

    • Establish and maintain relationships with government procurement professionals, contracting officers, purchasing departments, agency representatives, and other key decision-makers.
    • Develop a strong understanding of agency procurement processes, purchasing cycles, and upcoming requirements.
    • Represent the company at government procurement events, supplier outreach programs, conferences, industry days, networking events, and other relevant forums.
    • Develop relationships with organizations and associations that provide access to government procurement opportunities.
    • Maintain consistent communication with key government and procurement contacts while remaining compliant with applicable procurement regulations.

    Strategic Partnerships

    • Identify and develop relationships with prime contractors, government contractors, staffing partners, service providers, consultants, and other organizations that can create new business opportunities.
    • Develop teaming, subcontracting, and strategic partnership opportunities.
    • Establish relationships with organizations that complement the company's capabilities and expand its ability to compete for government contracts.
    • Evaluate potential partners based on capabilities, reputation, contract access, geographic reach, and strategic fit.
    • Manage relationships throughout the business development and contracting process.

    Business Development & Revenue Growth

    • Develop and execute a government-focused business development plan consistent with company growth objectives.
    • Build and maintain a qualified pipeline of government opportunities and strategic partnerships.
    • Identify new markets, agencies, programs, and procurement channels that represent potential revenue opportunities.
    • Conduct market research and competitive analysis to identify emerging opportunities.
    • Develop account strategies for high-value government agencies and customers.
    • Collaborate with executive leadership to establish revenue goals, growth strategies, and priorities.
    • Provide regular reporting to leadership regarding pipeline activity, opportunities, partnerships, and projected revenue.

    Networking & Market Presence

    • Build a strong professional network within government procurement and contracting communities.
    • Attend and participate in industry conferences, government outreach events, procurement fairs, networking events, and business associations.
    • Position the company as a credible and capable government contractor and strategic partner.
    • Identify speaking, sponsorship, networking, and community opportunities that increase company visibility within the government contracting marketplace.

    Qualifications

    • Bachelor's degree in Business, Marketing, Public Administration, Government Contracting, Supply Chain, or a related field preferred.
    • 5+ years of experience in government contracting, business development, procurement, strategic partnerships, or a related field.
    • Demonstrated experience identifying and developing new business opportunities.
    • Experience working with government agencies, procurement departments, prime contractors, or subcontractors strongly preferred.
    • Knowledge of federal, state, and/or local government procurement processes.
    • Experience responding to RFPs, RFQs, RFIs, solicitations, or other competitive procurement opportunities.
    • Strong understanding of relationship-based business development and strategic networking.
    • Excellent written, verbal, presentation, and negotiation skills.
    • Ability to communicate effectively with executive leadership, government officials, procurement professionals, and business partners.
    • Strong organizational and project-management skills.
    • Ability to manage multiple opportunities and relationships simultaneously.
    • Proficiency with CRM systems, Microsoft Office, and government procurement/business development platforms.
