    Introduction

    The Maryland Insurance Administration (MIA) is an independent State agency that regulates Marylandâs $49 billion insurance industry and protects consumers by monitoring and enforcing insurersâ and insurance professionalsâ compliance with State law. Staff members are subject matter experts who serve as a resource for lawmakers, consumers, and other public and private entities.Â

    The MIA is charged with a broad range of responsibilities including the licensure of insurance carriers and insurance producers (brokers/agents) operating in Maryland, the conduct of financial examinations of companies to monitor financial solvency, and the review and approval of rates and contract forms. The MIA investigates reports of consumer fraud and consumer complaints about life, health, automobile, homeowners, and/or property insurance. Insurance carriers are subject to market conduct examinations and other actions to monitor compliance with Maryland law. The MIA also has a unit dedicated to consumer education and outreach, which participates in hundreds of events and reaches thousands of individual consumers annually.

    Baltimore City and Annapolis, with potential for hybrid.

    POSITION DUTIES

    The Maryland Insurance Administration (MIA) is recruiting for a Director of Government Relations in the Office of the Commissioner. This position is assigned to the External Affairs and Policy Initiatives Division.Â

    The Director of Government Relations will research, analyze and advise the Commissioner and other MIA staff on policy positions, legislation and regulation. This position will be responsible for coordinating legislative activities with the Governorâs Office, the General Assembly, and the Director of Policy Initiatives; drafting and submitting legislation, amendments, and reports; and presenting MIAâs policy positions to the General Assembly and the public. This position will testify before the General Assembly, communicate with the Governorâs Office and work with members of the General Assembly on insurance issues. This position participates in the Departmentâs legislative activities during Marylandâs legislative session, to include staffing the Departmentâs Annapolis Office, advocating for successful passage of the Departmentâs legislative priorities and budget allowance, and coordinating with other State agencies, the Governorâs Office, and lobbyists.

    The position oversees the activities of the Government Relations and Regulatory Affairs Specialist. Statewide travel, attendance at Statewide conferences, and some evening meetings are required.

    MINIMUM QUALIFICATIONS

    Education: Possession of a bachelorâs degree from an accredited college or university.

    Experience: At least three (3) years of recent professional experience in policy analysis, legislation, and/or insurance.

    DESIRED OR PREFERRED QUALIFICATIONS

    Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

    · Advanced degree in a related field.

    · Working knowledge and experience with Marylandâs legislative process and policy makers.

    · Demonstrated experience in policy fields related to insurance.

    · At least one (1) year experience supervising employees is preferred.

    · Strong research and analytical abilities.Â

    LICENSES, REGISTRATIONS AND CERTIFICATIONS

    Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operatorâs license valid in the State of Maryland.
