We seek a Director of Human Capital who is an inspiring leader, a systems-thinker, and a strategic operator. The ideal candidate will have a proven record of developing high-performing teams, advancing equitable talent systems, and implementing innovative human capital initiatives that improve student achievement.

They will champion data-driven strategies, build strong cross-functional partnerships, and drive the development of a best-in-class workforce to ensure every campus is staffed with excellence.

Education/ Certification:

  • Master's degree in Human Resources, Public/Business Administration, Educational Administration, or a related field required
  • Mid-Management/Principal Certification preferred
  • Certified T-TESS Appraiser required

Experience:

  • Minimum of five (3) years of leadership experience managing human capital, organizational development, or school district staffing operations
  • Proven record of driving improvements in HR operations, employee engagement, and workforce outcomes in a complex organization

Major Responsibilities and Duties:

Strategic Human Capital Leadership

  • Lead the district's workforce planning strategy to forecast staffing needs, optimize allocations, and align talent management to student enrollment, budget, and academic goals
  • Develop and implement a comprehensive human capital plan encompassing recruitment, retention, onboarding, professional development, evaluation, and succession planning
  • Drive adaptive change across Human Capital systems to ensure efficiency, service excellence, and employee satisfaction
  • Collaborate with Academic Services, School Leadership, Business Services, and Communications to ensure seamless execution of staffing initiatives and culture-building efforts

Recruitment, Selection, and Retention

  • Build innovative recruitment strategies focused on hard-to-staff areas, leadership pipelines, and equity in hiring
  • Ensure the district attracts and retains high-quality talent by leading targeted marketing campaigns, job fairs, and candidate pipelines
  • Design and oversee a streamlined onboarding experience that promotes immediate employee engagement and understanding of La Joya ISD''s mission and expectations

Compliance, Policy, and Risk Management

  • Ensure district wide compliance with federal, state, and local employment laws (e.g., Title VII, FMLA, ADA, Title IX, TEA regulations)
  • Lead internal investigations related to grievances, employee discipline, and compliance matters, maintaining integrity, fairness, and legal due process
  • Update and disseminate HR-related policies, employee handbooks, and standard operating procedures to ensure transparency and consistency

Data-Driven Decision Making

  • Maintain and analyze HR dashboards tracking staffing ratios, turnover rates, employee satisfaction, certification compliance, and pipeline health
  • Conduct quarterly workforce analysis to identify emerging staffing risks and opportunities
  • Use data to drive continuous improvement in HR services, organizational structures, and staff supports

Budget and Operations Management

  • Collaborate with Finance to develop and monitor the Human Capital budget, ensuring strategic use of funds to support recruitment, retention, and professional growth
  • Oversee salary structures, compensation benchmarking, and staffing models to ensure equity and competitiveness
  • Manage open records requests, audits, and compliance submissions with accuracy and responsiveness

Community Engagement and Employee Relations

  • Actively engage with campus leadership, employee organizations, and community partners to strengthen staff morale and district branding as an employer of choice
  • Plan and lead employee recognition programs that reinforce La Joya ISD''s culture of service, excellence, and accountability
  • Foster two-way communication structures to ensure staff voices are heard and drive HR service innovation

Supervisory Responsibilities:

  • Lead, coach, and evaluate Human Capital department personnel to ensure alignment with district goals and operational excellence
  • Build a high-performing, customer service-oriented Human Capital team that exemplifies professionalism, urgency, and responsiveness
  • Serve as the lead evaluator for HR managers, specialists, and support staff, maintaining high standards for service delivery and compliance

Working Environment:

  • Office-based with frequent districtwide travel to campuses and community events
  • Extended hours, evenings, and weekends as needed during peak staffing seasons and board cycles
  • Frequent use of computer, phone, and digital systems; must be able to lift light equipment/materials for events
  • Ability to work in a fast-paced environment with multiple priorities and critical deadlines
