    Position/Application Information

    McNeese State University invites applicants for the position of Director of Human Resources and Student Employment in the Office of Human Resources and Student Employment. This is a full-time, 12-month, unclassified, staff position. The appointment is available to begin immediately.

    POSITION SUMMARY:

    The Director of Human Resources and Student Employment provides strategic and operational leadership for all human resources and student employment functions at the university. This position ensures institutional compliance with applicable federal and state employment laws, University of Louisiana System policies, and university procedures, while actively supporting the university's mission and core values. The Director reports to the Vice President for Business Affairs and serves as the principal advisor to executive leadership on all HR-related matters, oversees a team of HR professionals, and champions a workplace culture defined by equity, professionalism, accountability, and service excellence. This role requires a high degree of discretion, sound judgment, and the ability to navigate complex personnel, legal, and organizational challenges with integrity and care.

    Position Duties/Responsibilities

    Leadership and Departmental Administration

    • Direct, manage, and evaluate all operations of the Office of Human Resources and Student Employment, including supervision, mentoring, and performance evaluation of departmental staff.
    • Provide strategic guidance and counsel to the Vice President for Business Affairs, executive leadership, supervisors, and employees on a full range of human resources matters.
    • Establish and maintain departmental policies, procedures, internal controls, and budget management in accordance with university fiscal and operational standards.
    • Serve on institutional committees as required and assist the Vice President for Business Affairs with special projects and initiatives as needed.

    Recruitment, Hiring, and Workforce Management

    • Oversee all recruitment, hiring, onboarding, and offboarding processes for classified, unclassified, faculty, adjunct, and student employment categories in compliance with applicable laws, policies, and requirements.
    • Develop and maintain onboarding and separation procedures to ensure timely processing of personnel actions and proper documentation of employment records.

    Compensation, Benefits, and Retirement

    • Administer employee benefits, retirement programs (including TRSL, LASERS, and ORP), and ancillary benefits; serve as primary liaison with applicable state agencies and benefit providers.
    • Ensure accurate and timely processing of payroll and personnel actions in Banner and applicable state systems; review and approve PAFs, reclassifications, salary adjustments, and position control changes.

    Employee Relations and Compliance

    • Serve as Delegated Appointing Authority for classified employees, overseeing disciplinary processes, grievances, and adverse actions in compliance with Louisiana Civil Service rules.
    • Represent the university in administrative hearings, unemployment proceedings, and legal matters involving human resources as required.
    • Investigate employee complaints and potential policy violations; recommend and implement appropriate corrective actions.
    • Ensure compliance with all applicable federal and state employment laws, including Title VII, ADA, ADEA, FMLA, FLSA, Title IX, and Louisiana Civil Service statutes; develop and maintain HR policies and procedures accordingly.

    Leave, Workers' Compensation, and Safety

    • Administer the FMLA program and oversee the university's workers' compensation program, including claims management, return-to-work coordination, and required reporting.
    • Coordinate workplace safety programs and injury prevention initiatives in compliance with applicable OSHA and state safety regulations.

    Training, Immigration, Systems, and Reporting

    • Manage new employee orientation and coordinate training programs for supervisors and staff on performance management, compliance, workplace conduct, and HR systems.
    • Oversee immigration processes for international employees and faculty, including visa sponsorships and work authorization compliance.
    • Maintain HR information systems and personnel records in compliance with applicable records retention schedules, privacy regulations, and institutional policy.
    • Oversee internal and external HR audits and prepare required regulatory reports, including EEO-1, IPEDS human resources components, and other applicable state and federal submissions.

    Student Employment

    • Oversee the university's student employment program, ensuring compliance with federal work-study requirements, institutional policies, and applicable wage and hour laws.
    • Coordinate with Financial Aid and department supervisors to facilitate student placements, process personnel actions, and resolve employment-related concerns.

    Required/Preferred Qualifications

    Education

    • Bachelor's degree required in Human Resources Management, Business Administration, Public Administration, or a closely related field
    • Master's degree preferred (MBA, MPA, Master's in Human Resources, or Master's in Organizational Leadership)
    • Professional HR certification preferred: PHR, SPHR, SHRM-CP, or SHRM-SCP

    Experience

    • Minimum 5 years of progressively responsible human resources experience, or an equivalent combination of education and experience
    • Proven leadership and team management skills, with direct supervisory responsibility over professional HR staff
    • Demonstrated experience overseeing a broad range of HR functions including recruitment, employee relations, benefits, payroll coordination, and compliance
    • Prior experience in higher education or public sector HR strongly preferred
    • Experience with Louisiana Civil Service rules and regulations preferred

The prospective faculty member is responsible for the cost of the evaluation. McNeese typically accepts evaluations by World Education Services (www.wes.org) or Educational Credential Evaluators, Inc. www.ece.org.
