DESCRIPTION
The Director of Human Resources and Student Information Services provides leadership and oversight for the District's human resources operations, employee processing, pupil accounting, student enrollment, and student information systems. This position is responsible for ensuring the accuracy, integrity, and compliance of all employee and student data while coordinating state and county reporting related to personnel and student information. The Director serves as the District administrator for the Human Resources Information System (HRIS) and Student Information System (SIS), ensuring compliance with applicable laws, regulations, and reporting requirements while supporting efficient district operations.
QUALIFICATIONS
- Master's degree from an accredited institution in Educational Leadership, Human Resources, Business Administration, Public Administration, Information Systems, or a closely related field required.
- Valid Michigan School Administrator Certificate preferred.
- Minimum of three (3) years of successful leadership or administrative experience, preferably within a public school district.
- Demonstrated experience in Human Resources administration, personnel processing, and employee relations.
- Experience in pupil accounting, student enrollment, and Michigan Department of Education reporting requirements preferred.
- Experience administering and managing a Student Information System (MISTAR preferred) and Human Resources Information System (HRIS).
- Knowledge of Michigan school finance as it relates to pupil accounting, enrollment, and state funding.
- Experience utilizing data to improve organizational effectiveness, ensure regulatory compliance, and support strategic decision-making.
- Demonstrated ability to lead organizational change, manage multiple priorities, and implement continuous process improvements.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Provide visionary leadership and oversight for all Human Resources operations, including employee recruitment, onboarding, personnel administration, labor relations, and regulatory compliance.
- Direct all district pupil accounting, enrollment, residency verification, attendance reporting, and Count Day activities in accordance with Michigan requirements.
- Serve as the District Administrator for the Student Information System (MISTAR or equivalent) and Human Resources Information System (HRIS), ensuring the accuracy, integrity, security, and confidentiality of employee and student data.
- Coordinate and submit all required Human Resources, pupil accounting, and state and county reports in a timely and accurate manner.
- Ensure compliance with federal, state, local, and Board policies related to personnel administration, student records, employment law, and data privacy.
- Develop, implement, and continuously improve departmental systems, procedures, and internal controls that promote operational efficiency, regulatory compliance, and exceptional customer service.
- Collaborate effectively with district administrators, Payroll, Finance, Technology, employees, families, and external agencies to support district operations and strategic initiatives.
- Supervise and evaluate assigned Human Resources and Student Information Services staff while fostering a culture of accountability, continuous improvement, and professional growth.
- Analyze data, prepare reports, and leverage technology to support compliance, funding, strategic planning, and informed decision-making.
- Demonstrate sound judgment, professionalism, integrity, and ethical leadership while effectively managing multiple priorities and responding to changing organizational needs.
- Perform other duties as assigned by the Superintendent.
