DIRECTOR OF HUMAN RESOURCES - HUMAN RESOURCES DEPARTMENT
CITY OF GALLATIN
PURPOSE OF POSITION:
The purpose of this position is to perform professional and administrative work planning, organizing and directing the City's overall human resources program.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Performs duties as outlined in Duties of the Human Resources Director identified in the City of Gallatin Code of Ordinances.
Oversees the City's Human Resources management programs including classification and pay, Employee relations, affirmative action, recruitment and selection, performance appraisal, benefits administration, charitable giving, and emergency preparedness. Administers and creates reliable strategic planning programs for Human Resources, and ensures compliance with all regulations governing Human Resources.
Conducts research on legal and administrative matters working closely with the City Attorney.
Ensures compliance with all applicable Federal, State, and Municipal regulations, formulates Human Resources policy changes.
Performs all lawful and necessary duties essential to the effective administration of the Human Resources program.
Implements and enforces City-wide Human Resources policies and procedures.
Recommends rules and revisions and amendments for consideration.
Coordinates the preparation of Human Resources ordinances and resolutions for consideration by the City Council.
Oversees the processing and maintenance of personnel records and files for compliance with Federal, State, and Municipal regulations.
Fosters community outreach by developing a recruitment plan to increase minority applications and participates in local job fairs.
Screens applicants, appraising their qualifications and recommends qualified candidates for interviews with Department Heads for hiring and/or promotion.
Develops and administers recruiting and examining programs to obtain an adequate supply of competent applicants to meet the needs of the City.
Develops on-boarding for Employee orientation program.
Implements policy for the utilization of background checks to protect the security of the City facilities and the safety of the public using those facilities.
Oversees the development of a compensation strategy with the Mayor and Finance Director, recommends pay structures and rules.
Advises the Mayor and governing body of manpower utilization, metrics for Human Resources planning and budgeting for total compensation, in conjunction with Finance Director.
Recommends a position classification plan for approval, and installs and maintains such plan.
Conducts classification and pay plan updates.
Recommends a pay plan for all City Employees.
Reviews salary recommendations/changes and new positions for the budget.
Attends annual budget hearings for all department.
Establishes and maintains a roster of all persons in the municipal service setting forth each Officer and Employee, class title of his/her position, salary, and changes in class title, and status.
Review and selection of the benefits program for the City with assistance of the Human Resources Generalist, including enrollments and status changes.
In coordination with the Risk Manager develop training and safety programs.
Coordinates management, Supervisory and Employee training programs.
Develops and coordinates training, evaluation, and educational programs for employees.
Fosters and develops programs for the improvement of personnel effectiveness, performance appraisals, safety, health, counseling, and welfare, including web-based training initiatives.
Facilitates and assists the staff with grievances and disciplinary actions.
Provides Employee and Supervisory counseling.
Assists the City Council, City Officials, Department Heads, Supervisors and Employees on personnel related matters.
Responsible for technology assessment for Human Resources planning & systems software for human resources, including compatibility and adaptability to existing systems.
Responsible for certification of payroll related salary and benefits.
Responsible for notifications of emergency preparedness for City Employees through City 4U alert system, in conjunction with the IT department.
Serves as Coordinator for the Charitable Giving Campaign for City Employees.
Manages the Assistant Director of Human Resources, and Human Resources staff in the performance of their duties and training and development needs.
Regular and predictable attendance.
Ability to work in a cooperative manner with others.
Performs other duties as assigned.
MINIMUM QUALIFICATIONS:

PHYSICAL REQUIREMENTS:
This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects, and some light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects. Work requires reaching, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities.
WORK ENVIRONMENT:
Work is in an office setting, in generally comfortable conditions.
