Primary Purpose:

Supervise and perform general accounting work relating to preparing, administering, and controlling the district's financial resources.

Qualifications:

Education/Certification(s):

  • Bachelor's Degree in Accounting or related business field
  • CPA preferred
  • Five years of accounting experience at a high level of responsibility
  • TASBO certification preferred

Special Knowledge/Skills:

  • Knowledge of Texas school accounting, budgeting, and finance
  • Knowledge of governmental accounting and auditing principles established by the Governmental Accounting System Board (GASB) and the State of Texas
  • Knowledge of the Texas Education Agency (TEA) Financial Accountability System Resource Guide
  • Knowledge of computerized accounting systems
  • Knowledge of investing and reporting requirements
  • Ability to analyze and interpret financial data, evaluate accounting problems, and recommend improved procedures
  • Ability to use software to develop complex accounting reports, spreadsheets, and databases
  • Ability to implement policy and procedure
  • Demonstrate strong organization, communication, and interpersonal skills

Major Responsibilities and Duties:

  • Ensure that the accounting systems comply with applicable laws and regulations, including Texas Education Agency (TEA) Financial Accountability System Resource Guide
  • Maintain the general ledger and prepare journal entries
  • Ensures maintenance of effective internal controls to ensure the safeguarding of assets and reliability of financial statements
  • Classify, record, and summarize numerical and financial data to compile and maintain financial records according to governmental accounting principles and district procedures
  • Oversee preparation of monthly bank reconciliation for all bank accounts, and review reconciliations of vendor and payroll clearing accounts
  • Coordinates with Data Services to implement and/or maintain applications related to finance
  • Review and verify the accuracy of journal entries, accounting methods, and procedures
  • Review the accuracy of actuals submission to TEA via PIEMS
  • Compile, maintain, and file all physical and computerized reports, records, and other documents required, including auditable records and financial statements.
  • Prepare timely audit schedules and financial statements according to federal, state, and GASB standards
  • Work directly with external auditors during annual and/or unscheduled audits
  • Assists in the preparation of the annual budget and fiscal year-end projections
  • Create monthly Financial Reports
  • Compile submissions for award programs - ASBO, GFOA, Transparency Stars, etc.
  • Supervise accounting staff and provide the leadership the in the provision and maintenance of timely, accurate, and appropriate data
  • Evaluate the performance of accounting staff
  • Cooperatively develop long and short-range goals for the accounting department
  • Develop and maintain positive staff morale in the accounting department
  • Work with administrators, principals, directors, and staff regarding accounting issues
  • Assign work to accounting staff and other employees in accounting activities
  • Implement policies established by federal and state law, State Board of Education rule, and local board policy in Financial Services
  • Develop training and/or improvement plans to ensure exemplary business operations
  • Maintain confidentiality
  • Perform other duties as assigned
  • Successfully advance district initiatives

Supervisory Duties:

Supervises, evaluates, and recommends the hiring and firing of the accountants, and SHARS Facilitator

Standard office equipment, including personal computers and peripherals.
