    JOB SUMMARY

    The Cook County Board of Review's Technology Team is dedicated to supporting the taxpayers of Cook County and ensuring the smooth operation of the agency. The Director of Information Technology (IT) is a collaborative, results-oriented leader with a proven ability to develop teams, improve operations, and successfully lead a growing IT department. This role oversees the planning, administration, and continuous improvement of information technology services, with a strong focus on IT asset management and budget management. The Director of IT is a key member of the BOR IT team, partnering with stakeholders across the Board of Review and other stakeholders in the County to develop and implement innovative technology solutions that support our business goals.

    ESSENTIAL JOB DUTIES

    • Oversee the IT assets, including acquisition, deployment, maintenance, and disposal, and maintain a comprehensive IT asset management system, including hardware and software.
    • Ensure security with all relevant IT security regulations and standards.
    • Participate in implementation of disaster recovery and business continuity plans for IT infrastructure.
    • Provide accurate and timely financial reports to leadership.
    • Manage vendors delivering projects within scope, schedule, and budget.
    • Foster a positive and productive work environment for the IT team.
    • Stay up to date on industry trends in IT talent acquisition and retention.
    • Provide direction and vision for the IT department.
    • Lead the development and implementation of the IT roadmap, aligned with the overall business strategy.
    • Manage and mentor a team of IT professionals.
    • Stay up to date on emerging IT trends and technologies.
    • Review and suggest risk management framework for IT.
    • Take lead on IT projects.
    • Collaborate with business users and Director of Data Integrity to design, develop, and integrate user interfaces and services that meet business needs.
    • Identify areas for process improvement and implement changes to improve efficiency and effectiveness.
    • Must be adaptable to changing designs and to adding performance enhancements.
    • Provide technical guidance and mentorship to team.
    • Manage projects and proactively identify, assess, and mitigate risks and issues.
    • Communicate with partner agencies IT to manage expectations and ensure alignment with project goals.
    • Oversee the administrative functions of the IT workforce, including direct employees and contracted staff, ensuring effective human resources administration, timekeeping, and personnel management.
    • Provide leadership by establishing department and individual's goals.
    • Responsible for assessing and recommending improvements to the organization structures, roles and responsibilities.

    EDUCATION AND EXPERIENCE

    • Bachelor's degree in Computer Science, Information Technology, Information Systems, or a related field, OR a minimum of ten (10) years of progressively responsible experience in Information Technology, including leadership responsibilities. A Master's degree is preferred.
    • Demonstrated success leading enterprise IT operations, including strategic planning, technology modernization, infrastructure, and service delivery.
    • Proven experience managing IT budgets, technology investments, IT asset management, vendor relationships, and workforce planning.
    • Strong knowledge of data governance, risk management, and applicable regulatory and compliance requirements.
    • Experience leading cross-functional teams and delivering complex technology initiatives that improve operational efficiency and organizational performance.
    • Excellent leadership, communication, and stakeholder management skills with the ability to align technology strategy with organizational objectives.
    • Advanced technical and business knowledge in SDLC, quality assurance, project management and other related disciplines/processes.
    • Excellent PowerPoint and executive presentation skills.
    • Excellent communication, collaboration, and leadership skills.
    • Ability to think strategically and develop long-term IT plans.
    • Proficient in Microsoft Office Suite and project management methodologies.
    • Proficient knowledge of the Cook County Board of Review.

    PHYSICAL REQUIREMENTS

    • Long periods of time working on computer requiring vision and typing capability.
    • Ability to sit and stand for extended periods of time.
    • Regular use of telephone.
    • Traveling between office and meetings may be required.

    RESIDENCY REQUIREMENTS

    As an employee at the Board of Review, if you do not currently live in Cook County, you will have six (6) months from date of hire to establish actual residency within Cook County.
