PCSI is looking for a Director of Operations to lead a group of federal DoD contracts across multiple lines of business. As business needs evolve, this role may support facilities maintenance, custodial, healthcare environmental services, logistics, or other support services, depending on the Director’s operational background.

The Director of Operations supports the Project Manager at each contract site and provides oversight of all site activity and contract performance. This position is responsible for maintaining positive customer relations by ensuring compliance with the needs of the contract, regulations, and applicable laws. The Director of Operations also manages the budget for each assigned contract, recommends and approves purchases, enforces company policies, and implements and maintains required training.

We’re looking for an adaptable operations leader who can assess site needs, support local management teams, strengthen customer relationships, and bring structure and follow-through to the teams they support.

How You’ll Work:

  • Based primarily at the Corporate Headquarters office in south Austin, TX. Travel to worksite locations as needed.
  • Monday-Friday hybrid schedule, up to 2 days per week remote.
  • Flexible hours between core business hours of 6am-6pm. Some evening and weekend support as needed.
  • Must be located in the Austin, TX metro area.
  • Must be a US citizen to access military installations requiring security clearance.

What You'll Do as Director of Operations:

Communication and Relationship Management:

  • Build and maintain strong customer relationships through clear communication with clients, site teams, union partners, community resources, and other stakeholders.
  • Identify stakeholder expectations and align site teams around organizational priorities, contract requirements, and service goals.
  • Supervise, coach, and mentor Project Managers, Contract Supervisors, and staff while supporting high-potential talent.
  • Promote a team-oriented culture that supports accountability, respect, individual empowerment, and PCSI’s mission.

Strategic Planning and Marketing:

  • Oversee assigned contracts, including performance, compliance, customer expectations, and continuous improvement goals.
  • Support new business opportunities through site visits, proposal presentations, customer communication, and contract renewal efforts.
  • Develop and implement procedures, implementation plans, administrative processes, and performance goals for assigned contracts.
  • Ensure contract compliance through inspections, audits, reporting, customer engagement, and adherence to applicable legal and regulatory standards.
  • Prepare and deliver business communications, reports, data analysis, and presentations for clients and senior management.

Financial Management:

  • Establish, review, and manage budgets for assigned contracts and job locations.
  • Train and advise Project Managers and Contract Supervisors on budget activity, cost controls, and financial expectations.
  • Provide financial and operational input for new contracts, renewals, special projects, and cost proposals.
  • Oversee purchasing, subcontractor performance, invoice processing, asset management, and equipment recommendations for assigned contracts.

Collaboration:

  • Collaborate with internal departments to support site operations, training, contract administration, and continuous improvement.
  • Partner with Human Resources on investigations, inquiries, policy implementation, and employee-related actions.
  • Promote and enforce compliance with federal, state, company, safety, and quality policies and practices.
  • Develop and support training requirements, Quality Control Plans, and contract updates to keep assigned sites aligned with requirements.

Required Qualifications:

  • Bachelor’s degree in related field, or equivalent combination of education and relevant work experience.
  • Minimum ten (10) years of prior management experience or equivalent combination of education and experience in a related field.
  • Experience leading multi-site operations in facilities maintenance, custodial, healthcare environmental services, logistics, or related industries.
  • Experience operating on federal government service contracts.
  • Knowledge of federal laws to include CFR, SCA, OSHA, ADA, EPA and JCAHO.

Preferred Qualifications:

  • Industry specific certifications (CHESP, CFM, PMP, etc.).
  • Experience with federal DoD service contracts.

Knowledge, Skills and Abilities:

  • Requires knowledge of PC functions and Software.
  • Operation of Windows applications, MS Word, MS Excel, etc., and related applications.
  • Proficient knowledge of financial aspects, including basic accounting principles such as operating, project and budget principles; accounts payable and receivable; and audit procedures.
  • Demonstrate critical thinking and comparative analysis strategies to evaluate and integrate information to support a decision or recommendation.
  • Ability to function and interface with all levels of management.
  • Excellent communication skills both verbal and written.
  • Excellent customer service skills.
  • Willingness to delegate authority when needed.
  • Exceptional motivation, empowerment and management abilities.
  • Ability to appropriately resolve conflict and take proper actions as needed.

Other Requirements:

  • Ability to pass criminal, drug, financial, and driving screening.
  • May need to have the ability to legally drive a company vehicle.
  • Ability to exchange accurate information in person and over the phone.
  • Extensive travel may be required, up to 50%.
  • Must be a US citizen with ability to obtain and maintain security clearance and base access to assigned site(s).
