The Director II performs advanced managerial work directing project coordination, program analytics, and reporting activities that support program operations and leadership decision-making. The position manages priority projects, identifies business needs, and coordinates with data, analytics, and technical partners to develop and maintain dashboards and reports that are accurate, organized, and useful for operational decision-making.

The Director II works closely with program staff, leadership, and technical partners to translate priorities into executable work, track deliverables, monitor performance trends, and improve visibility into program activities. Work is performed under limited supervision, with considerable latitude for initiative and independent judgment.

This position oversees staff and projects related to operational reporting, performance tracking, and cross-functional implementation. The Director II serves as a leadership resource by organizing project work, analyzing data, identifying trends and issues, defining reporting and dashboard needs, and ensuring timely follow-up on operational priorities. The role coordinates project execution and analytics functions, including partnership with DAP for dashboard development and maintenance, but does not include direct technical build responsibilities or enterprise strategy. This position also coordinates the implementation of activities related to legislation, policy, and other regulatory requirements.

The position provides project management and operational coordination for the transition and integration of new areas, including implementation planning, issue identification, reporting needs, and communication with leadership and internal partners.

Essential Job Functions (EJFs):

Project Management and Operational Coordination (40%)

  • Leads and manages the transition and integration of new units, functions, or program areas.
  • Develops transition plans, timelines, deliverables, communication plans, and tracking tools to support implementation.
  • Manages short- and long-term program projects and operational initiatives from planning through implementation.
  • Coordinates with leadership, staff, and internal partners to align roles, workflows, reporting needs, and operational processes.
  • Develops project plans, timelines, deliverables, and tracking tools to support leadership priorities.
  • Monitors milestones, identifies barriers, and recommends solutions to support timely progress.
  • Provides leadership with project updates and recommendations based on project progress and operational data.

Analytics, Reporting, and Performance Management (30%)

  • Oversees the collection, organization, validation, and analysis of program data used for management reporting and decision-making.
  • Coordinates with data, analytics, and technical partners on dashboard, report, and data visualization development and maintenance.
  • Analyzes trends and performance data to identify issues and improve operational visibility.
  • Defines reporting requirements and reviews dashboard concepts for alignment with operational needs.
  • Oversees performance measurement and analytics functions, including forecasting, workload modeling, and trend analysis.
  • Ensures dashboards and reports provide timely, accurate, and useful insight into program performance and outcomes.

Cross-Functional Collaboration and Operational Support (15%)

  • Collaborates with leadership and staff to identify business needs and translate them into project and reporting work.
  • Coordinates with technical and support staff to improve data quality and reporting consistency.
  • Identifies risks and elevates concerns to leadership.
  • Supports communication and coordination across program, operational, and technical teams.

Supervision and Staff Development (10%)

  • Plans, assigns, and supervises the work of professional and analytical staff.
  • Establishes expectations, standards, and priorities.
  • Evaluates performance and provides coaching and development.
  • Promotes accountability, collaboration, and continuous improvement.

Other Duties as Assigned (5%)

  • Performs additional duties as assigned to support program operations and leadership priorities.

Registrations, Licensure Requirements or Certifications:

Project management certification, such as PMP, CAPM, PRINCE2, or a comparable credential, is preferred.

Lean Six Sigma or other credential related to performance improvement, quality management, or continuous improvement is preferred.

Knowledge, Skills and Abilities (KSAs):

Knowledge of:

  • Project management, program operations, and performance reporting principles.
  • Data collection, analysis, visualization, and dashboard design concepts.
  • Reporting tools, spreadsheets, databases, and performance measurement methods.

Initial Screening Criteria:

Graduation from an accredited four-year college or university with a degree in public administration, business administration, health administration, data analytics, information systems, or a related field.

Experience in project management, program analytics, reporting, or performance management, including use of data and analytical tools to analyze and interpret information.

Experience leading cross-functional work.

Minimum one year experience supervising professional or analytical staff or leading cross-functional work.

Preferred Qualifications

Experience working in a regulatory, investigations, healthcare, health and human services, compliance, or protective services setting.

Experience supporting legislative coordination, implementation, and bill analysis.

Experience managing complex, cross-functional projects involving multiple stakeholders, timelines, deliverables, and leadership reporting.

Experience developing executive-level written materials, such as briefings, reports, summaries, recommendations, or project updates.

Experience supporting organizational transitions or change management efforts.

Additional Information:

Works under limited supervision, with considerable latitude for initiative and independent judgment.

Reports to the Deputy Executive Commissioner.

May coordinate work across multiple program areas.

Up to 10% travel may be required.
