Job Summary

The Director of Public Works & Transportation serves as the senior leader responsible for the strategic planning, administration, engineering oversight, operation, maintenance, and regulatory compliance of the City's public infrastructure and transportation systems. This position performs highly responsible supervisory, administrative, technical, and professional work directing complex municipal operations involving stormwater, streets, traffic operations, sanitation, fleet and equipment maintenance, environmental services, parks maintenance, transportation systems, engineering functions, and capital improvement programs.

The Director provides senior-level leadership for infrastructure planning, transportation initiatives, engineering oversight, operational performance, asset management, regulatory compliance, and capital project delivery while ensuring efficient, resilient, and sustainable public infrastructure services for the community. The position advises executive leadership regarding infrastructure policy, engineering matters, transportation planning, and long-range capital investment strategies.

  • Develops, administers, and monitors departmental operating and capital budgets, including long-range infrastructure and transportation funding strategies.
  • Plans, organizes, coordinates, supervises, and evaluates departmental operations, programs, services, staffing, equipment, transportation systems, and public infrastructure assets.
  • Evaluates municipal infrastructure and transportation needs and develops strategic short- and long-range plans for streets, stormwater systems, drainage infrastructure, sanitation operations, fleet assets, parks maintenance, and transportation improvements.
  • Directs the planning, prioritization, funding, and implementation of the City's capital improvement and transportation infrastructure programs.
  • Provides senior oversight of engineering design, construction administration, infrastructure asset management, transportation systems, utility coordination, and municipal operations.
  • Directs technical review of private development and infrastructure plans for compliance with engineering standards, municipal codes, transportation requirements, stormwater regulations, utility requirements, and approved construction documents.
  • Determines applicable codes, engineering standards, regulations, and requirements for assigned infrastructure and transportation projects.
  • Maintains Local Administered Project (LAP) certification thru the department with the Georgia Department of Transportation (GDOT).
  • Oversees the preparation and review of engineering plans, specifications, bid documents, procurement processes, contractor qualifications, vendor evaluations, and selection criteria for public contracts.
  • Provides senior oversight for municipal capital improvement and transportation infrastructure projects to ensure compliance with scope, schedule, budget, safety, quality, and regulatory requirements.
  • Oversees infrastructure lifecycle planning, preventive maintenance strategies, operational performance standards, and long-range asset replacement programs.
  • Oversees the maintenance and updating of GIS mapping systems, infrastructure databases, transportation inventories, storm drainage records, and comprehensive infrastructure plans.
  • Oversees the maintenance of infrastructure, transportation, operational, engineering, and compliance records.
  • Oversees transportation planning initiatives including roadway improvements, traffic operations, pedestrian connectivity, multimodal transportation systems, and mobility enhancement programs.
  • Identifies and pursues federal, state, and regional grant funding opportunities related to transportation, infrastructure, stormwater, and utility improvements.
  • Ensures departmental compliance with OSHA, EPA, EPD, FEMA, GDOT, and other applicable federal, state, and local laws, regulations, standards, and permitting requirements.
  • Responds to public, stakeholder, and intergovernmental inquiries regarding departmental policies, infrastructure projects, transportation systems, and public works operations. Evaluates issues and develops recommendations regarding municipal infrastructure and operational improvements.
  • Maintains regular contact with consulting engineers, construction project managers, contractors, City, County, State, and Federal agencies, utility providers, professional organizations, and the general public regarding departmental operations and infrastructure initiatives.
  • Monitors intergovernmental legislation, regulatory actions, transportation initiatives, and infrastructure programs affecting public works operations and municipal services.
  • Advises executive leadership, elected officials, and departmental management regarding infrastructure policy, engineering matters, transportation planning, emergency operations, resiliency initiatives, and long-range capital investment strategies.
  • Oversees emergency response and disaster recovery operations related to municipal infrastructure, transportation systems, utilities, and public works operations.

Education

Bachelor's degree from an accredited college or university in Civil Engineering, Environmental Engineering, Construction Management, Public Administration, Transportation Planning, or a closely related field required. Master's degree in Engineering, Public Administration, Business Administration, or related field preferred.

Engineer-In-Training in the State of Georgia (preferred).

Experience

Seven to ten (7-10) years of progressively responsible experience in public works, municipal engineering, transportation infrastructure, utilities, or related field, including significant supervisory and senior management experience within a municipal, county, or state government environment.

Experience managing capital improvement programs, infrastructure projects, transportation systems, utility operations, and regulatory compliance activities preferred.
