The Director of Resource Management is responsible for developing and executing workforce strategies that enable successful program delivery, client satisfaction, employee engagement, and business growth. This role oversees capacity planning, resource allocation, performance management, leadership development, succession planning, and organizational effectiveness while fostering a collaborative culture that strengthens teamwork, accountability, knowledge sharing, and cross-functional partnership across the organization.

Success in this role requires balancing strategic workforce planning with operational execution, leveraging data-driven decision-making to optimize resource utilization, develop organizational capability, anticipate workforce risks, and create an environment where employees and teams can perform at their highest potential.

Key Responsibilities

  • Develop and execute workforce strategies that align staffing, employee capabilities, and organizational resources with business objectives, client needs, and growth opportunities.
  • Lead capacity planning, resource forecasting, and workforce allocation efforts to ensure teams are appropriately staffed while balancing utilization, employee development, and operational efficiency.
  • Partner with Program Managers, Discipline Leaders, HR, and executive leadership to identify resource needs, address staffing risks, and support successful program delivery.
  • Foster a collaborative, inclusive, and accountable culture by promoting cross-functional partnerships, knowledge sharing, employee recognition, and strong working relationships across teams.
  • Lead employee engagement, retention, coaching, and career development initiatives that strengthen organizational capability and support long-term employee success.
  • Monitor performance, utilization, and workforce metrics while providing coaching, accountability, and performance management support when needed.
  • Develop leadership pipelines and succession plans to ensure continuity for critical technical, operational, and leadership roles.
  • Establish and standardize workforce planning, onboarding, performance management, and talent development practices to improve organizational consistency and scalability.
  • Analyze workforce and operational data to identify trends, risks, and improvement opportunities that enhance organizational effectiveness and client outcomes.
  • Collaborate with leadership on strategic growth initiatives, proposal development, account planning, and workforce strategies that support business expansion.
  • Support client satisfaction and portfolio health by ensuring workforce readiness, proactively addressing staffing challenges, and maintaining continuity on key programs and accounts.
  • Manage workforce-related investments and resource allocation decisions to maximize organizational performance and operational efficiency.
  • Champion continuous improvement by facilitating lessons learned, improving communication practices, and creating processes that strengthen collaboration, accountability, and execution across the organization.

Required Qualifications

  • Bachelors degree in Business Administration, Human Resources, Organizational Leadership, Management, Operations, Project Management, Engineering, or a related field; or an equivalent combination of education and professional experience.
  • Experience leading, coaching, and developing employees in a professional services, consulting, technical, or operations environment.
  • Demonstrated experience managing employee performance, engagement, workforce planning, and development initiatives.
  • Strong interpersonal, coaching, conflict resolution, and communication skills.
  • Ability to influence and collaborate effectively across multiple levels of the organization.
  • Experience balancing employee needs with operational and business objectives.
  • Strong problem-solving, decision-making, and organizational skills.

Preferred Qualifications

  • Experience supporting consulting, engineering, energy, utility, sustainability, or project-based organizations.
  • Experience partnering with Program Managers, project teams, or operational leaders.
  • Experience with workforce planning, succession planning, and organizational development.
  • Familiarity with performance metrics, utilization management, and resource planning.
  • Experience leading change management or continuous improvement initiatives.
