Overview:


The Director of Technical Security is responsible for the strategic planning, execution, and
lifecycle management of ARH’s enterprise technical security programs. This role ensures the
integration, optimization, and governance of physical security technologies across all facilities,
aligning with organizational risk management, compliance requirements, and patient safety
objectives.

Responsibilities:

Program Leadership & Strategy
• Define, develop, and execute a comprehensive enterprise technical security roadmap, aligning
security capabilities with business strategy, operational risk tolerance, and long-term capital
planning.
• Establish and enforce enterprise-wide governance frameworks, technical standards, policies,
and performance metrics (KPIs) to ensure consistency, accountability, and transparency.
• Integrate security initiatives with organizational enterprise risk management (ERM),
compliance, and audit functions to support regulatory readiness and risk-informed decisionmaking.
• Continuously assess emerging threats, technologies, and industry trends to proactively evolve
the security program and maintain best-in-class capabilities.

 

Technology Integration & Oversight
• Provide executive oversight for the architecture, design, implementation, and lifecycle
management of technical security platforms (e.g., access control, video surveillance,
analytics, identity technologies).
• Ensure seamless integration and interoperability of security systems with enterprise IT
infrastructure, cybersecurity controls, and operational technologies.
• Partner closely with cybersecurity and IT leadership to ensure systems are secure by design,
resilient against cyber threats, and aligned with zero-trust and defense-in-depth principles.
• Champion innovation by evaluating and piloting advanced technologies while ensuring
scalability, reliability, and compliance.

 

Project & Portfolio Management
• Lead a portfolio of complex, multi-site security technology initiatives, from concept through
deployment and steady-state operations.
• Develop comprehensive project plans, business cases, schedules, budgets, and risk mitigation
strategies that support timely and cost-effective delivery.
• Direct cross-functional project teams, including internal stakeholders, external consultants,
integrators, and technology vendors.
• Monitor progress and performance, resolve issues, manage dependencies, and ensure
alignment with organizational priorities.

 

Vendor & Contract Management
• Establish and manage strategic vendor partnerships, ensuring performance excellence,
contractual compliance, and continuous value realization.
• Lead RFP, RFQ, and sourcing processes, including requirements for development,
evaluations, negotiations, and contract award.
• Oversee contracts, SLAs, and KPIs to ensure vendors meet service, quality, reliability, and
security expectations.
• Ensure all third-party solutions and services align with organizational standards, policies, and
ethical requirements

 

Operational Excellence
• Define and maintain enterprise system standards, operating procedures, and documentation to
support consistent operations and knowledge transfer.
• Oversee performance monitoring, system health, uptime, and reliability across the security
technology ecosystem.
• Implement continuous improvement initiatives, leveraging metrics, audits, and user feedback
to optimize performance and reduce risk.
• Support operational teams with escalation management, root cause analysis, and corrective
action planning.

 

Compliance & Risk Management
• Ensure technical security systems and practices comply with regulatory, accreditation, and
internal policy requirements, particularly in regulated environments.
• Support audits, compliance reviews, and risk assessments by providing subject-matter
expertise and technical documentation.
• Partner with legal, compliance, HR, and security operations to support investigations,
incident response, and evidence management utilizing technical security systems.
• Identify and remediate control gaps to reduce enterprise exposure and enhance resilience.

 

Stakeholder Engagement
• Serve as a strategic advisor and subject-matter expert to executive leadership and senior
stakeholders on enterprise security technology matters.
• Build strong cross-functional partnerships across IT, cybersecurity, facilities, operations,
compliance, and clinical/operational leadership.
• Deliver clear, insightful program reporting, dashboards, and executive briefings on
performance, risks, investments, and roadmap progress.
• Influence stakeholders at all levels to drive alignment, adoption, and support for security
initiatives.

Qualifications:

Required Qualifications
• Bachelor's degree in security management, Information Technology, Engineering, Business
Administration, or a related field, or an equivalent combination of military or law
enforcement experience.
• 5–8+ years of progressive experience leading enterprise-scale security or technology
programs in complex, multi-site organizations.
• Demonstrated experience managing technical security platforms and integrating them within
enterprise IT and operational environments.
• Proven leadership in project, program, and portfolio management, including cross-functional
team leadership.
• Strong knowledge of physical and technical security technologies, risk management
principles, and governance frameworks.
• LEOSA or POP Certified
• Ability to pass a confidential level background check
• Required to comply with Security Operations travel recommendations.

 

Preferred Qualifications
• Master’s degree in business administration, program and project management, or strategic
oversight.
• Professional certifications such as CPP, PSP, PMP, or equivalent.
• Experience with large-scale, enterprise security platforms and system integrations.
• Prior experience in regulated industries, particularly healthcare, critical infrastructure, or
large institutional environments.
