SUMMARY

The Director of Veterans Services is responsible for the direction and leadership of operational, financial, program, and personnel activities for Montgomery County's Department of Health and Human Services, Office of Veteran Services. This individual oversees the administration of the Second Class County code pertaining to services for veterans and their families. The Director provides strategic and operational leadership for Montgomery Countys Office of Veteran Services, overseeing programs, personnel, fiscal resources, and partnerships that support veterans and their families. This position requires a proven leader who can build and maintain a high-performing team by establishing clear expectations, fostering accountability, developing employees, and creating a positive, collaborative work environment while ensuring effective service delivery and compliance with applicable federal, state, and County laws and regulations. In addition, this position represents the County and its interests by participating in meetings, programs, and ceremonies held by various veterans' service organizations, boroughs, townships, and community organizations.

As a member of the Health and Human Services leadership team, the Director of Veterans Services works collaboratively across HHS to advance integrated services, strategic priorities, and measurable outcomes. The position exercises a high degree of independent judgment within a broad framework of applicable laws, regulations, and County policies.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Leadership & Operations

  • Provides strategic and operational leadership for the Office, establishes priorities, manages resources, and ensures effective service delivery.

  • People Leadership

  • Leads and develops a high-performing team through effective supervision, performance management, professional development, and succession planning.

  • Program & Performance Management

  • Develops and evaluates programs, uses data to drive improvement, and ensures measurable outcomes.

  • Fiscal & Resource Management

  • Manages the Office budget and identifies grants and other resources to support strategic priorities.

  • Veteran Services & Compliance

  • Ensures effective delivery of veteran services and compliance with applicable federal, state, and County requirements, including mandated burial, memorial, benefits, records, and accreditation responsibilities.

  • External Relations

  • Represents the County and advocates for veterans through partnerships with government agencies, elected officials, veterans organizations, and community stakeholders.

  • Special Programs

  • Oversees the Veteran Shuttle Program, Veterans Treatment Court participation, and other initiatives serving the veteran community.

QUALIFICATION REQUIREMENTS

  • Bachelors degree in public administration, business administration, human services, social services, or a related field and progressively responsible experience in veterans services, public administration, human services, or a related field, including supervisory or management experience. An equivalent combination of education and experience may be considered.
  • Completion of service in a branch of the United States Armed Services or the Pennsylvania National Guard with an honorable separation, if required by applicable law or County policy.
  • Ability to obtain required Veteran Service Officer accreditation within one year of hire.
  • Successful candidates will demonstrate experience leading teams, managing resources, developing programs, and building effective partnerships.
  • This position requires the following clearances as a condition of employment: Child Abuse History Clearance, PA Criminal Record History, and FBI Fingerprint Clearance.
  • Onsite in-person attendance is required as directed by Supervisor or Administrator.
