What Youll Do

• Manage a major organizational unit.
• Provide leadership based on organizational goals.
• Establish organizational policies and strategy.
• Ensure that all budgets, targets, schedules, and performance standards are met.
• Interpret, executes, and recommends changes to organizational policies.
• Manage direct reports and matrixed staff.
• Manage large programs and projects.
• Make key decisions and sets standards for performance expectations for large multi job specialty organizations at the enterprise level.
• Partner with senior management and external stakeholders to achieve organizations goals.
• Responsible for the elements of Quality Projects and Programs, including Supplier Quality, Projects and Infrastructure Quality, Software Quality Assurance, Nuclear Enterprise Assurance, and Quality Program Integration.
• Coordinate and develop the Pantex Quality Assurance Program Description, and providing quality programmatic oversight to ensure all elements of the Quality program are understood, and responsible managers are accountable for implementation in accordance with contractual quality requirements (i.e. Code of Federal Regulations (CFR)830, Department of Energy (DOE) O 414.lD, NQA-1, NAP-401.lA, etc.).
• Assess systems and processes for Pantex to ensure best practices and compliance.
• Interface with Pantex Field Office (PFO) personnel, multiple Pantex organizations, Quality at other National Nuclear Security Administration (NNSA) sites, and interacting with senior management.

Minimum Job Requirements

• Bachelors Degree and minimum 12 years of relevant experience

• OR Applicants without a bachelors degree may be considered based on a combination of at least 20 years of completed education and/or relevant experience.

• Minimum 3 years of supervisory/management experience.

Department of Energy (DOE) Order 426.2A Requirements

In addition to the above requirements, the applicant must also meet the requirements of DOE O 426.2A (i.e., Baccalaureate in engineering or related science and 4 years nuclear experience, or a DOE O 426.2A alternative). DOE O 426.2A experience requirements can be satisfied following employment. In the interim, newly hired personnel will not be assigned duties that could impact the safety basis of nuclear facilities. (Ref. DOE O 426.2A)

Preferred Job Requirements

• Five years of supervisory/management experience. Candidates with less years of supervisory/management experience will be required to complete a developmental plan approved by the Division Director or their delegate.
• Technical/functional and management knowledge to resolve multi-discipline, multi-function, or process problems in a component of a functional area.
• Experience implementing company policies and making recommendations on development of new policies.
• Experience in quality requirements, quality control, general quality support, or significant experience in Quality assurance processes.
• Extensive DOE experience including experience with 10CFR830, 10CFR71 Subpart H, and DOE Order 414.lD or be proficient in the technical aspects of Quality.
• Familiar with the application of quality standards such as NQA-1, NAP-401.lA and other applicable codes and standards.
• Experience in resolving complex issues and communication of the resolutions to regulators and staff.
• Demonstrated experience in effectively partnering and communicating with internal and external customers.

Notes

The minimum education and experience for the lowest career level in the job posting range are listed under Minimum Job Requirements. Successful candidates hired into a higher career level than the minimum in the range must meet the requirements listed in the job leveling charts for the career level into which they are being hired.

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.

Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required, candidate must complete a counterintelligence-scope polygraph, pursuant to 10 Code of Federal Regulations (CFR) 709. Medical requirements may apply.
