Position Summary

The City of Quincy seeks an experienced, visionary, and collaborative public safety executive to serve as the inaugural Director of the Quincy/Milton Regional Emergency Communications Center. This executive leadership position is responsible for the administration, strategic direction, and daily operation of a newly established regional emergency communications center serving the communities of Quincy and Milton.

The Director will be responsible for all aspects of emergency and non-emergency communications for police, fire, and emergency medical services while ensuring the highest standards of professionalism, efficiency, customer service, and public safety. The successful candidate will lead the development of a regional communications center recognized for operational excellence, technological innovation, and exceptional service delivery.

Organizational Relationship The Director shall report directly to the Quincy/Milton Regional Communications Governing Board.

The Governing Board shall consist of:

  • Chief of Police - City of Quincy
  • Fire Chief - City of Quincy
  • Chief of Police - Town of Milton
  • Fire Chief - Town of Milton
  • One municipal representative appointed by the Mayor of Quincy
  • One municipal representative appointed by the Town Administrator of Milton

The Governing Board shall establish overall policy, approve the annual operating and capital budgets, establish long-term strategic goals, and evaluate the performance of the Director.

The Director shall be responsible for the independent management and operation of the Regional Emergency Communications Center and shall exercise broad authority over all administrative, operational, personnel, fiscal, and technological functions consistent with policies established by the Governing Board.

Essential Duties and Responsibilities The Director shall:

  • Provide executive leadership for all operations of the Quincy/Milton Regional Emergency Communications Center.
  • Develop strategic plans that promote operational excellence, innovation, employee development, and regional collaboration.
  • Direct all emergency and non-emergency communications operations on a twenty-four-hour basis.
  • Recruit, hire, train, supervise, evaluate, and mentor the Deputy Director, IT Director, communications supervisors, dispatchers, and administrative personnel.
  • Develop and maintain policies, procedures, and performance standards consistent with APCO, NENA, the Massachusetts State 911 Department, CJIS Security Policy, and recognized industry best practices.
  • Prepare and administer annual operating and capital budgets.
  • Oversee procurement, contracts, grants, and vendor relationships.
  • Develop long-range capital improvement plans for communications technology and facilities.
  • Oversee all CAD, radio communications, telephone systems, GIS mapping, recording systems, cybersecurity, and emerging public safety technologies.
  • Lead implementation of Next Generation 911, text-to-911, AI-assisted technologies, quality assurance programs, and future communications initiatives.
  • Establish comprehensive quality assurance, quality improvement, and employee wellness programs.
  • Develop measurable performance indicators and regularly present operational reports to the Governing Board.
  • Coordinate emergency preparedness planning, disaster recovery, and continuity of operations.
  • Foster cooperative relationships with police, fire, EMS, emergency management agencies, neighboring communications centers, state agencies, and regional partners.
  • Represent the Regional Communications Center before municipal officials, professional organizations, state agencies, and the public.
  • Ensure compliance with all applicable federal, state, and local laws, regulations, collective bargaining agreements, and professional standards.

Minimum Qualifications

  • Bachelor's Degree in Public Administration, Criminal Justice, Emergency Management, Communications, Business Administration, or a closely related field.
  • Master's Degree preferred.
  • Ten (10) years of progressively responsible experience in public safety communications, emergency management, law enforcement, fire service, EMS administration, or related executive management.
  • Minimum three (3) years of executive or senior management experience supervising personnel, budgets, and organizational operations.
  • Demonstrated experience managing complex public safety technology systems.
  • Experience with strategic planning, budgeting, personnel administration, and labor relations.
  • Exceptional leadership, communication, organizational, and interpersonal skills.

Preferred Qualifications Preference will be given to candidates possessing:

  • APCO Registered Public Safety Leader (RPL)
  • APCO Communications Center Manager (CCM)
  • Emergency Number Professional (ENP)
  • Massachusetts Emergency Medical Dispatch certification
  • Experience managing a regional or consolidated communications center
  • Experience with public safety accreditation programs
  • Experience overseeing major technology implementation projects
  • Experience working within municipal government

Salary is competitive and commensurate with qualifications and experience.
