**Job Description** The Federal Consulting team seeks a Director, Reporting & APEX to build the technical backbone of the Oracle Health Transformation Office. This is a hands-on technical product role - not a passive reporting analyst. The Director will design, build, and launch an Oracle APEX application and data model that enable executive dashboards, automated workflows, and proactive project health monitoring across Federal Consulting. Leveraging deep expertise in Oracle APEX, SQL, PL/SQL, and data architecture, the Director orchestrates complex data feeds from disparate operational systems - finance, staffing, onboarding, and delivery - into a unified data model. The result is a single source of truth that gives executives real-time visibility into project health, gateway criteria, and operational throughput, enabling them to proactively detect risk, flag aged decisions, and automate routine KPI triggers while reducing reporting production time and eliminating executive blind spots. We are seeking individuals who share our commitment to improving health equity and delivering quality care across the globe. **Job Responsibilities Include** + Lead the end-to-end design, build, testing, launch, and continuous enhancement of a customized Oracle APEX application supporting Transformation Office tooling and reporting needs. + Translate executive dashboard, governance, adoption, and operational needs into highly functional product features, with seamless data visualization and an exceptional user experience for executive and operational audiences. + Own a report and tooling intake process that captures, prioritizes, and delivers against Federal Consulting requirements. + Design and maintain the underlying data model for issues, gateway criteria, governance criteria, adoption criteria, resource readiness, WBS/ETC, and benefits realization. + Establish and enforce data ownership, refresh cadence, validation rules, and exception-handling logic. + Ensure the access model, permissions, and data handling meet Oracle Health and federal security standards. + Enable workflows for issue intake, escalation, readiness review, decision tracking, action aging, and KPI alerts. + Create automated alerts for missed gateway criteria, aged decisions, blocked resources, WBS readiness gaps, and adoption risks. + Use advanced SQL and PL/SQL to automate complex reporting processes, reducing production time and improving accuracy across the program. **Basic Qualifications** + At least 10 years of total combined related work experience and completed higher education, including experience in application development, business intelligence, data architecture, or enterprise reporting. + Expert-level proficiency in Oracle Application Express (APEX), SQL, and PL/SQL, with a portfolio of enterprise-scale applications built from concept to production. + Proven track record in business intelligence, data architecture, and UI development focused on data visualization and executive dashboarding. + Demonstrated ability to automate manual reporting processes and deliver measurable efficiency gains in performance tracking and KPI visibility. + Strong understanding of relational database modeling and integrating disparate enterprise data sources via APIs and automated feeds. + Exceptional data storytelling capabilities;
