Description

The Director of Safety and Emergency Management leads College-wide efforts to create a safe, prepared, and welcoming environment across all locations.

This is a visible, relationship-focused role that works closely with students, faculty, staff, College leaders, and public-safety partners to understand concerns, strengthen preparedness, coordinate services, and build confidence in campus safety.

During significant incidents, the Director coordinates the Colleges institutional response and works with the appropriate responding agency or incident commander. The Director does not exercise law-enforcement command authority over external personnel.

Shift: Monday - Friday; 8:00am - 5:00pm. Evenings, weekends, and on-call, as needed.

  • Campus Engagement, Communication & Safety Culture:

  • Maintains a visible, approachable presence across College locations and builds trusted relationships with students, faculty, staff, and leaders; actively seeks input and follows up on safety concerns.

  • Develops practical safety education, training, and preparedness outreach and works with Strategic Communications on clear, timely emergency and safety messaging.

  • Participates in behavioral threat assessment, CARE, workplace-violence prevention, and other collaborative teams, helping connect safety planning with student and employee needs.

  • Provides calm, accurate, audience-appropriate communication and briefings before, during, and after incidents or emerging safety concerns.

  • Emergency Preparedness, Planning & Response:

  • Leads the Colleges all-hazards emergency-management and continuity program and maintains the Emergency Operations Plan, key procedures, contacts, and supporting resources.

  • Coordinates the Incident Management Team, Emergency Operations Center, College resources, and institutional decision-making during significant incidents while working with responding public-safety agencies.

  • Plans and evaluates drills, tabletop exercises, training, and joint exercises; leads after-action reviews and tracks meaningful improvements to completion.

  • Coordinates safety planning for major events, high-attendance or higher-risk activities, and continuity of essential College functions.

  • Regional Public Safety Partnerships & Security Services:

  • Serves as the Colleges primary liaison with local, county, regional, state, and federal public-safety and emergency-management partners throughout the service region.

  • Builds active relationships with law enforcement, fire, EMS, emergency management, dispatch, public health, hospitals, behavioral-health providers, and other partners through joint planning, training, site familiarization, and information sharing.

  • Coordinates periodic campus threat and response-readiness assessments with City and County law-enforcement partners, including campus walkthroughs and ensuring responders have access to current campus maps, floor plans, and other critical response information.

  • Provides functional oversight of contracted police and security services, reviews coverage and performance, resolves concerns, and recommends service improvements.

  • Conducts or coordinates safety and physical-security assessments and partners with Facilities, Information Technology, Student Affairs, Human Resources, Academic Affairs, and others on practical risk-reduction strategies and security technology.

  • Program Accountability, Compliance & Resources:

  • Supports campus safety and Clery Act compliance in partnership with responsible offices, including crime statistics, Campus Security Authority coordination, timely warnings, emergency notifications, and required documentation.

  • Monitors incidents, emerging risks, preparedness activity, partner and provider performance, and corrective actions; uses trends and feedback to recommend practical improvements.

  • Provides routine and incident-specific briefings to College leadership and committees and maintains accurate safety, emergency-management, and compliance records.

  • Administers the safety and emergency-management budget, develops resource recommendations, and identifies grant or external funding opportunities.

  • Performs all other duties as assigned by the supervisor.

Performance Measurements:

Effectiveness will be evaluated through:

  • Campus engagement and trust: visible involvement with students, faculty, and staff; responsiveness and follow-through on identified concerns.
  • Preparedness and improvement: current plans, completed training and exercises, effective incident coordination, and timely closure of corrective actions.
  • Partnerships and service quality: active regional relationships, productive joint planning, and effective oversight of contracted police and security services.
  • Communication: timely, accurate, useful safety information and training appropriate to the audience and circumstances.
  • Program accountability: identification of trends and risks, practical recommendations, support for compliance, and responsible use of budget and resources.

Knowledge and Skills

Experience

  • Five to ten years of related experience in emergency management, public safety, law enforcement, fire/EMS, security, government operations, continuity, or a closely related field required.
  • Demonstrated experience with emergency planning, exercises, risk assessment, incident coordination, or multiagency initiatives, including work accomplished through collaboration and influence.
  • Experience in higher education or another complex organization, and experience with Clery, security services, threat assessment, special events, or security technology, is desired. An equivalent combination of education, training, and experience may be considered.

Education

  • A bachelors degree in emergency management, criminal justice, public administration, homeland security, occupational safety, organizational leadership, a related field, or commensurate leadership or functional experience is required.
  • Certificates, Licenses, and Registrations: Regular travel among College and partner locations is required; a valid drivers license and/or dependable transportation is required.
  • Working knowledge of NIMS, ICS, Emergency Operations Center operations, and all-hazards emergency management is required. FEMA ICS-100, ICS-200, IS-700, IS-800, and basic EOC training, or substantially equivalent training, is required at appointment or within 12 months.
  • Advanced emergency-management training or relevant credentials such as CEM, AEM, CBCP, or CPP are desired.

Interpersonal Skills

Strong communication, trust, diplomacy, discretion, relationship-building, and the ability to work effectively with people across the College and community, including in sensitive or high-pressure situations.

Other Skills

Working knowledge of emergency management, continuity, NIMS/ICS, physical security, and campus-safety practices. Ability to translate plans, standards, risk information, and data into practical action; use safety and communication technologies; manage resources; exercise sound judgment; and remain composed during emergencies.

Physical Requirements

Primarily office work with regular movement among College locations and occasional walking, standing, light carrying, and driving.

Normal office conditions.
