Chartered in 1834, the Long Island Rail Road (LIRR) is the largest, busiest, and oldest continuously operating commuter railroad in the United States. In 2024, this 24/7/365 operation served 75.5 million riders on a system that stretches nearly 120 miles - from Penn Station and Grand Central Madison in Manhattan to Montauk on the eastern tip of Long Island.

This is a Non-Represented Position.

This position is eligible for teleworking which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

JOB SUMMARY:

Plan and develop service which will operate on the LIRR consistent with system capacity and budgetary constraints. Ensures Service Guidelines, such as frequency, customer comfort/demand are adhered to with scheduling that supports the highest level of OTP, while at the same time addresses track work maintenance, capital project work, seasonal or special events and marketing strategies. This position will direct and oversee the publication of employee and public timetable, oversee the input and editing of information into the Train Planning & Scheduling System for downstream into systems such as TlMACS, SOLARI and delay analysis systems. This position will prepare and present service initiatives to senior staff, direct and oversee the activities of supplemental bus service in support of train operations in the event of service disruptions and during planned programs, which can occur on a 24/7 basis. Review and approve all information for Public Affairs regarding service adjustments for publication. The range of this position's responsibilities demands active coordination with long-term service planning scenarios and concepts to ensure continuity of the day-to-day operations with future scheduling.

DUTIES AND RESPONSIBILITIES:

  • Identify customer service needs and direct timetable area in preparation of schedules to meet that demand. Balance plant capacity with competing operation and customer requirements
  • Determine optimal level of service which can be provided during track outages and special events coordinating with Engineering and DPM to support infrastructure projects and Public Affairs/Marketing for special events.
  • Direct all bus related activities in support of replacement or supplemental service for both planned and unplanned events within the Transportation Services Department and oversight of the bus provider contract.
  • Coordinate development of computer database systems proposing software modifications and enhancements to improve productivity within Service Planning and other departments. Ensure access and support to other database users.
  • Provide guidance and/or support to Command Center during emergencies and/or service disruptions providing operating expertise as required. Oversee department budget.
  • Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
  • Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example. Perform other assignments as requested by Senior Management.

REQUIRED QUALIFICATIONS:

  • Bachelor's Degree in Arts/Sciences (BA/BS) in Business, Transportation, Planning or related field of study. In lieu of the degree, 14 years of demonstrated, related, progressively responsible operations management or service planning management, or equivalent experience may be considered
  • Minimum 10 years; Must have related, progressively responsible operations management or service planning management, or demonstrated equivalent experience.
  • Strong knowledge of railroad operations including train movement, crew & equipment manipulations.
  • Must be qualified on LIRR Book of Rules.
  • Excellent oral and written skills; strong, effective problem-solving and analytical skills.
  • Must be able to work effectively with senior level staff and individuals from various departments at all levels in and outside of the LIRR
  • Must be able to direct multiple projects concurrently
  • Must possess excellent organizational, interpersonal and communication skills with the ability to handle multiple tasks simultaneously.
  • Must have demonstrated strong oral communication, interpersonal and human relational skills as well as formal presentation and facilitation skills.
  • Proven effective analytical, statistical, decision making, judgment, and problem solving skills.
  • Proficiency in computer operations utilizing standard commercial software.

PREFERRED QUALIFICATIONS:

  • Minimum 5 years experience must include management of staff and responsibility towards a section or department budget.
  • Knowledge of computer optimization and scheduling systems.
  • Knowledge of desktop publishing production, printing techniques, and experience with simulator and modeling techniques.
  • Physical Characteristics qualification.

  • Actual salary offers may vary based on individual work experience. The annual salary range is subject to change and may be modified at the company's discretion.
  • Employees driving company vehicles must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
  • Current employees should be in their current position 12 months prior to starting a new role and must possess a satisfactory work history, including attendance and discipline record.
