Dispatchers play a vital role in Public Safety, serving as the "first" of the first responders and a line of communication between the community and our public safety agencies.

As a dispatcher, you'll be cross-trained to handle law enforcement, fire and medical emergency calls, often providing life-saving instructions and sense of comfort and calm until additional resources arrive. You'll also provide non-emergency assistance, including dispatching animal control and assistance for water, sewer, electric utility and street maintenance.

The list established from this recruitment may be utilized to fill future temporary part-time, limited term or regular, full-time vacancies in the City for the duration of the list he list.

The normal work schedule is 4 days per week, 10 hours per day, however employees must be able to work shift work, holidays, weekends, nights and mandatory overtime when required.

Applicants selected to participate in the Police Departments testing process will partake in the following:

  • Entry-Level Dispatcher Examination: to measure job-related knowledge and abilities.
  • Oral Interview: to evaluate training, experience, and personal qualifications

Background Investigation: Candidates who have successfully completed all prior phases of the selection process will be subject to a thorough background investigation. The investigation is used to determine a candidates moral character and suitability for employment in law enforcement. The investigation shall include, but is not limited to, the following checks: criminal record, polygraph, driving history, credit history, military record, previous employer(s), and references.

Medical Examination: Prior to appointment, candidates must successfully complete a thorough medical examination, including a drug screen, to determine if they meet the Citys medical standards for the position of Dispatcher.

Psychological Evaluation: Prior to appointment, candidates will be evaluated for their suitability for employment as a Roseville Dispatcher.

DEFINITION

To answer emergency and non-emergency calls for police, fire and other City services; to prioritize calls and dispatch police, fire, or other emergency units as appropriate; to perform related specialized record keeping; and to perform clerical work as required.

DISTINGUISHING CHARACTERISTICS

This is the entry level class in the Dispatcher series. Positions in this class typically have little or no directly related work experience and work under immediate supervision while learning job tasks. The Dispatcher I class is distinguished from the II level by the performance of less than the full range of duties assigned to the II level. Incumbents work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of assigned area of responsibility are learned.

SUPERVISION RECEIVED AND EXERCISED

Receives immediate supervision from a Communications Supervisor; may receive technical and/or functional supervision from Communications training officers, as appropriate.

Minimum Qualifications

Experience:

  • Two years of public contact experience, in person or over the telephone, demonstrating a general aptitude for working with the public in a multi-task environment; experience in radio dispatching in a taxi, trucking, towing and/or similar work setting is desirable.

AND

Training:

  • Equivalent to completion of the twelfth (12th) grade GED, or higher level degree.

AND

License or Certificate

  • Some positions may need to possess a valid California driver's license as required by the position by date of appointment.

  • Must obtain California Peace Officers Standards and Training Commission (P.O.S.T.) Public Safety Dispatcher Basic Certificate within one year of appointment.

  • Must obtain National Academies of Emergency Dispatch (NAEMD) Emergency Medical Dispatch Certificate within one year of appointment.

SELECTION PROCESS:

All candidates meeting the minimum qualifications will have their application scored in a Formula Rate Examination. The applicant's experience and education will be evaluated using a pre-determined formula. Scores from this evaluation will determine applicant ranking and placement on the Employment List. Supplemental questions will be utilized by the department hiring authority to make interview and selection determinations.

Final appointment is contingent upon a check of past employment references, passing a City-paid fingerprint check, and depending on the position applied for, a pre-employment medical exam, drug and alcohol screening test, credit check, license and/or education verification, psychological examination, and/or an extensive Police Department background check process.

Some positions require the clearance of a comprehensive Police Department (PD) background check within 12 months of appointment. The City may appoint candidates to positions prior to clearing the extensive Police Department background check, and in those circumstances the candidate will be advised in advance that security access in the information technology systems will be limited to non-PD related systems until PD clearance is received, and if the candidate ultimately does not clear the PD background it will result in release from City service without appeal rights, in accordance with Personnel Rules 3.04.050.
