General Overview of Position

No person can be employed who has a relative already employed by the City of Kenosha in a position covered by the Civil Service Ordinance or who has a relative in any elected office/position in City of Kenosha government, as defined in Section V of the Civil Service Ordinance. "Relative" includes any member of the immediate household; or anyone whose relationship by blood or marriage is as close or closer than first-cousin, including "step" relationships; or any grandparent or grandchild.

Job Summary

Under general supervision of the Supervisor of Transit Operations, coordinates the activities of City bus drivers/operators and related personnel and equipment in order to maintain an efficient and fully operational municipal bus system. Work is reviewed through observation and written reports for adherence to established policies and procedures.

Example of Duties & Responsibilities

  • Prepares schedules and dispatches bus drivers/operators on designated routes.
  • Maintains log of scheduled runs, number of vehicles, names of drivers and other pertinent information.
  • Maintains payroll and fare records.
  • Prepares daily mileage, time cards and transfer records and reports.
  • Answers route information inquiries.
  • Records movement and location of vehicles and road repair crews to inform the public regarding current schedules and routes.
  • Receives and records telephone calls and radio reports regarding municipal bus operations.
  • Reports all accidents, tie-ups, delays, fires, equipment breakdowns and other operating or maintenance difficulties.
  • Dispatches extra vehicles and emergency crews to scene of accident or breakdown.
  • Reports difficulties and dispatches orders to appropriate personnel, divisions or departments to restore service and schedules.
  • Assists in the evaluation and design of bus routes and schedules.
  • Assists in transit driving duties as needed.
  • Performs other related duties as assigned.

Requirements

  • Training & Experience:
  • High school diploma, GED, or equivalent, supplemented by at least one (1) year of post-high school education.
  • Minimum of three (3) years work experience with progressively increasing responsibilities.
  • Minimum of one (1) year recent work experience involving driving, dispatching and/or other closely related activity for a bus or other similar transportation system.
  • Minimum of three (3) years recent work experience dealing directly with the general public (customer service).
  • Must have keyboard skills and proficiency with a varied range of computer application programs.
  • Must be able to type at a rate consistent with departmental needs.
  • Must have CDL Knowledge, Skills and Abilities:
  • Knowledge of bus systems, scheduling and operations.
  • Ability to read maps (learn the City of Kenoshas geography).
  • Ability to plan, assign and supervise the work of subordinates.
  • Ability to schedule employees and equipment to insure a fully operational on schedule bus system.
  • Ability to learn to speak clearly and learn radio telephone dispatching.
  • Ability to think and react quickly in an emergency situation.
  • Ability to work well with others.
  • Ability to handle reasonably necessary stress.
  • Physical Requirements:
  • Task involves the regular, and at times sustained, performance of heavier physical tasks such as working over rough or uneven surfaces, bending, stooping, working in confined spaces, and lifting or carrying moderately heavy (20 - 50 pound) items and occasionally very heavy (100 pounds or over) items.
  • Task involves the complex operation of gasoline, electric, or diesel-powered machinery or shop equipment requiring the manipulation of multiple controls, fine adjustments or both; or the sustained operation, on a production basis, of such devices as offset presses with associated equipment.
  • Environmental Requirements:
  • Task may require infrequent exposure to adverse environmental conditions.

  • Task requires sound perception and discrimination.

  • Other Requirements:
  • Possession of a valid drivers license and a good driving record.
  • Must obtain a commercial drivers instructional permit within five (5) days of being hired.
  • Must obtain a commercial drivers license (with P and airbrake endorsements) within one (1) month of being hired.
  • May be required to provide a personal vehicle for use on the job.
  • Appointment is contingent upon pre-employment DOT physical and drug testing.
  • Incumbent will be required to participate in the City of Kenoshas random drug and alcohol testing program.

Method of Selection

Applicants education, training and experience will be analyzed. Written, oral and/or proficiency exams may be required to establish eligibility. A written examination may be given in order to determine if the applicant has the necessary knowledge, skills and abilities. Appointment to the position will be in accordance with City Personnel Policies and Regulations and the Civil Service Rules and Regulations. Compensation Plan

Most positions are included in a 17 step compensation plan. Most employees receive annual salary increases of 2.5% based on the current compensation plan. Additional across-the-board pay increases may occur annually.

Insurance

The City offers a high deductible health plan (HDHP) to eligible employees and their qualifying dependent(s) as of the first of the month following 30 days of full-time employment. All employees are required to pay a five percent (5%) monthly health insurance premium, which will be waived if the employee participates in an annual Health Risk Appraisal (HRA). Employees and qualifying dependents are responsible for any deductibles, co-payments, or other out-of-pocket costs associated with care received under the provisions of the plan(s).

The City offers dental insurance to eligible employees as of the first of the month following 30 days of full-time employment. There are two options for Dental Insurance: CarePlus (Dental Associates) and Delta Dental. CarePlus (Dental Associates) monthly premiums are paid for by the City. Employees are responsible for monthly premiums if enrolling in Delta Dental. Only one dental plan may be selected if enrolling.

The City offers vision insurance to eligible employees as of the first of the month following 30 days of full-time employment. This plan provides benefits (after applicable co-pay) including a comprehensive exam, eye glasses with standard single vision, etc.

Retirement System

We participate in the Wisconsin Retirement System (WRS). This is a pension plan. We match the employee contribution amount monthly for general employees. The current contribution rate for general and teacher employees can be found here.

Tuition Reimbursement Program

Regular full-time employees who have completed their probationary period may be reimbursed for 80% of tuition up to $3,000 per calendar year for satisfactory completion (a grade of "B" or greater) of approved courses through an accredited institution in the pursuance of an Associate, Bachelor or Master Degree. Please refer to the Citys Personnel Policies and Regulations for program information.
