Position Summary and Qualifications

Mechanic III Minimum: $22.99 per hour

Mechanic II Minimum: $20.90 per hour

Mechanic I Minimum: $19.00 per hour

Advanced semi-skilled, moderate or advanced technical work in the cathodic protection, construction maintenance and repair of mains and service of the natural gas distribution system. Work of Mechanic I & II performed under the direct supervision of Mechanic III and is checked by observation and conformance to standard practices. Mechanic II performs multi-functional tasks with regards to all phases of the gas operations department; this is not a single task position. Mechanic III may perform lead work requiring immediate responsibility for a small group of employees engaged in semi-skilled or unskilled labor. May be delegated complete authority and responsibility for a designated period of time. Work performed by Mechanic III requires considerable judgment and knowledge and is under supervision of the Gas Distribution Foreman.

Note: New employees must be able to successfully complete FPUA's Operator Qualification Program, as related to the GDM l, II or III position, within their first 12 months of employment.

Ability to understand and follow moderately complex written and/or oral instructions. Knowledge of Florida Public Service Commission and other safety standard requirements as they relate to construction and maintenance. Knowledge of occupational hazards and necessary safety precautions applicable to labor type work. Ability to prepare reports and keep records. Ability to establish effective working relationships with employees and the public.. Sufficient physical strength to perform

heavy, manual-type labor encountered in the work area within the limits of sound safety practices.

Mechanic I - Ability to learn and perform a wide variety of semi-skilled and unskilled tasks. Ability to learn basic residential turn ons, procedures and basic residential appliance repair.

Operator Qualifications: Successful completion of FPUA's Operator Qualification Program as related to General

Distribution Mechanic I (GDM I) position. GDM I required Task List is documented in FPUA's Operator Qualification Program. Completion of the Operator Qualification Program consisting of:

• Total completion of the Midwest Energy Association (MEA) Operator Qualification Program and testing with a test score of no less than 80% with no missed critical questions.
• Completion of the MEA Qualified for One - Qualified for All training program testing, with a test score of no less then 80% and hands-on performance review on tasks that directly relate to the GDM I position.
• Successful performance review by the Operator Qualification Evaluation Team of tasks related to a GDM I position.
• After initial qualification periodic re-qualification may be needed if significant changes affect covered task or the covered task(s) re-qualify date has expired.

Mechanic II - Ability to operate GPS equipment and methods to collect GPS positions. Ability to learn basic residential turn on and procedures and basic residential appliance repair.

Operator Qualifications: Successful completion of FPUA's Operator Qualification Program as related to Gas Distribution Mechanic II (GDM Il) position. GDM Il required Task List is documented in FPUA's Operator Qualification Program. Completion of the Operator Qualification Program consisting of:

• Total completion of the Midwest Energy Association (MEA) Operator Qualification Program and testing with a test score of no less than 80% with no missed critical questions.
• Completion of the MEA Qualified for One-Qualified for All training program testing, with a test score of no less then 80% and hands-on performance review on tasks that directly relate to the GDM Il position.

Mechanic III - Highly skilled in the use of various equipment and hand/power tools related to the work assigned. May be required to visually inspect fusion welds on mains and services.

Graduation from an accredited high school or possession of an acceptable equivalency diploma.

A comparable amount of training and experience may be substituted for the minimum qualifications.

Mechanic I - A minimum of two (2) years experience in the propane or natural gas industry or successful completion of the FPUA Apprentice Gas Technician Program.

Mechanic II - A minimum of three (3) years experience in gas operations and/or service in the propane or natural gas industry or successful completion of FPUA Apprentice Gas Technician Program and (1) year as Gas Distribution Mechanic I.

Mechanic III - Two (2) years as a Gas Distribution Mechanic II in the area of assignment, including some experience in the operations of trucks and other industry standard equipment or five(5) years experience in natural gas distribution.

Mechanic I - Keeps tools and trucks clean and ready for use as needed to perform daily assignments. Ability to operate pipe locators, leak survey equipment, cathodic protection test equipment, backhoe, piercing machine, trucks, PD machine, pipe tapping equipment and other equipment and tools used in the operation and maintenance of the natural gas distribution system. Assists Gas Distribution Mechanic II or lll in the field or where needed in pipe fitting, pipe laying, performing leak surveys, line locating or monitoring the cathodic protection system. Ability

to install and maintain new service lines and main lines. May perform leak survey. Ability to perform pipe and cathodic protection tasks. Ability to draw sketches of completed work performed. Ability to locate underground utilities. Ability to understand and follow oral and written instructions. Assists Gas Meter Technician. Assists on pipe truck and assists Service

Technician II. Assists in re-lights of line shut downs. Performs similar job functions of Gas Service Technician I. Understands

all paper work related to various job functions. Performs C.P. reads and valve maintenance.

Mechanic II - Directs a small group of employees engaged in the cathodic protection, construction, maintenance and repair of gas mains, services and meter sets. Operates various equipment such as: trenchers, air hammer, trucks, backhoe, pipe tapping equipment, piercing tool, compressor, generator, and other equipment used in construction and maintenance work on the natural gas system. Instructs members of crew and performs the more difficult tasks with crew. Keeps certain time and material records and prepares reports. Must know all pertinent paperwork. Responsible for the upkeep and efficient operation of the tools and equipment used. Answers emergency calls and makes or assists in making necessary repairs. Investigates causes and devises means to correct corrosion of gas pipelines. Identifies ground areas in which cathodic protection is required using voltmeter, ammeters, and other electrical testing

apparatus. Maintains test equipment. Assists in planning preventative and corrective measures for protection of pipelines. Monitors the cathodic protection of the distribution system on an annual basis. Inspects gas pipelines and enclosed areas to detect and locate leaks. Install valves. Conduct annual inspections. May perform annual leak survey using leak detection instruments. Classifies leak, aintains required records. Gives estimates for new gas service installations or repairs on relocation of service lines. Repairs gas lines, tests pipes for leaks. May be required to fill in as Gas Distribution Mechanic III. Will be

required to pull stand-by duty. Relocates services, meter sets, service lines and mains. Performs cathodic protection tasks. Communicates with the public and with customers in the field when necessary. Draws sketches and draws as-builts of facilities constructed or maintained by companys crew or contractor. Installs new lines, locates lines, services gas valves, changes meters. Inspects work performed by outside contractors according to companys construction.

Mechanic III - Directs and/or trains participants in the construction and maintenance of a utility system in Natural Gas Distribution. Gives estimates for new gas service installations or repairs on relocation of service lines. Repairs gas lines, tests pipes for leaks. Operate various equipment with a high degree of efficiency. Instructs members of crew and performs the more difficult tasks with crew such as; locating lines; installing and replacing gas lines and gas meters; repairing defective lines;

raising and lowering meters; operating line-stop/by-pass equipment and jack/boring equipment. Keeps certain time and material records and prepares reports and sketches. Installs EFV devices. Locates, repairs, installs main lines. Installs test stations, anodes, valve boxes and grease fittings. Tapping and stopping of natural gas mains. Communicates with the public and with customers in the field when necessary. Communicates with supervisors regarding personnel and job status. Makes repairs to third party line breaks and files necessary paperwork. Retires and

activates main and service lines; performs line shut downs for repairs and testing. May perform annual leak survey using leak detection instruments. Is responsible for all job functions performed, all safety promoted during said functions and all employees at the job site. HEALTH INSURANCE: Effective for employees and dependents on the first day of the month following completion of 30 days continuous service. FPUA pays most of employee premium and 71% of the dependent premium.

DENTAL INSURANCE - Becomes effective for employees and dependents on the first day of the month following completion of 30 days continuous service. FPUA pays 100% of employee premium and 60% of the dependent premium.

VISION - Becomes effective for employees and dependents on the first day of the month following completion of 30 days continuous service. FPUA pays 100% of employee premium eye care coverage for employees and a portion for their family members, including eye exams, glasses, contact lenses, etc.

LIFE INSURANCE - TERM (EMPLOYEES ONLY) - Life insurance and accidental death and dismemberment policy equal to 1x employees annual salary. Employees may also purchase, on a voluntary basis, additional life insurance through payroll deduction in $10,000 increments up to $100,000.

LONG TERM DISABILITY - Employees out for more than 90 days due to a disabling injury or illness will receive 60% of wage, up to $4,500 per month.
