Job Description - Human Resources Department Revised on 7/20/2026 Position: District SPED Coordinator Department/Campus: District Office Reports to: Assistant Area Superintendent - Program FLSA Status: Exempt Role/ Salary Band: Band 4 Job Type: Full Time Work Hours / Days: Normal School hours / 215 days JOB GOAL The District SPED Coordinator will be responsible for coordinating Special Education, Section 504 and Dyslexia Programs for the assigned Harmony district in compliance with federal, state and district requirements. POSITION QUALIFICATIONS: o Bachelor's degree from an accredited college or university. o Minimum 2 years of experience in special education (preferred) o Valid Texas Educator Certification with special education endorsement (preferred) DUTIES AND RESPONSIBILITIES: o Understands and supports the mission, vision and values of Harmony Public Schools. o Maintains knowledge of current Special Education regulations and best practices. o Supports general education teachers and administrators in implementation of appropriate strategies to meet the needs of students with IEPs. o Supports implementation of accommodations and modifications for students with IEPs in the general education classroom and during Special Education service time. o Analyzes assessment results to drive instruction and IEP development. o Develops and assists with appropriate behavior management techniques for students with special needs. o Coordinates progress report completion in accordance with district guidelines. o Trains and mentors special education teams at assigned campuses. o Develops and/or updates IEPs in accordance with federal, state, and district standards, as needed. o Creates and maintains Special Education documentation as required by federal, state, and district regulations. o Manages IEPs in appropriate district software, as needed. o Ensures IEP timeline compliance across assigned campuses. o Analyzes and reports on results of academic assessments and other student data. o Manages relationships with outside vendors and related service providers to ensure students receive individually prescribed IEP services (i.e., Occupational Therapy, Language and Speech, etc.). o Schedules, participates in, and/or facilitates ARD/IEP meetings in a collaborative and professional manner, as needed. o Develops positive relationships with parents and families to engage them in the IEP process and keep them apprised of student progress. o Establishes, maintains, and regularly reviews district-level tracking systems for special education evaluations, re-evaluations, IEP timelines, and other compliance requirements across assigned campuses. o Monitors key evaluation and ARD/IEP deadlines, identifies upcoming or overdue cases, and provides proactive intervention and support to ensure timely completion and compliance. o Monitors and supports compliance for students transferring into assigned campuses, including records verification, comparable services, transfer timelines, evaluation requirements, and timely development, adoption, or updating of IEPs. o Provides training and technical assistance to campus staff regarding in-state and out-of-state transfer procedures, timelines, documentation, and service requirements. o Conducts regular walkthrough and in-depth campus visits to monitor special education program implementation, instructional practices, compliance, IEP implementation, and student services. o Reviews campus data, documentation, and practices; provides actionable feedback and follow-up support; and collaborates with campus leadership to address identified areas of need. o Conducts and/or supports periodic reviews of district priority areas, including Child Find and initial evaluations, IEP timelines and compliance, transfer students, instructional support, transition planning, professional development, and resource utilization. o Serves as a district-level resource for campus administrators, Case Managers, Special Education teachers, and other staff by providing timely guidance, technical assistance, and individualized consultation on complex student cases. o Identifies and escalates unresolved, high-risk, or systemic special education concerns to appropriate district leadership and advocates for campus staffing, resources, training, and support needs. o Attends and supports complex or high-need ARD meetings, including MDRs, meetings involving advocates or attorneys, and other meetings requiring district-level support.
Job Description - Human Resources Department Revised on 7/20/2026 o Reviews IEPs and ARD processes, as needed, to support legal compliance, instructional integrity, and quality implementation. o Plans and delivers differentiated professional development based on central office priorities, compliance requirements, data trends, and campus-specific needs. o Provides onboarding, coaching, mentorship, and ongoing technical assistance to new Case Managers and other Special Education staff. o Gathers and analyzes staff feedback regarding professional development and communicates emerging training and support needs to the Central Office. o Collaborates with district evaluators to review evaluation caseloads, monitor completion timelines, prioritize initial evaluations, and address barriers to timely completion. o Supports campuses in implementing compliant and meaningful transition services beginning no later than age 14, including development of student-centered transition goals and collaboration with CTE programs, postsecondary partners, and community-based organizations. o Monitors and supports the development, implementation, and continuous improvement of specialized programs, including life skills, autism, behavior, and transition services. o Evaluates specialized program effectiveness using student outcome data, compliance indicators, observations, and feedback to identify needed program improvements, resources, and professional development. o Maintains regular communication and collaboration with Central Office Special Programs leadership, Assistant Area Superintendents, Principals, Case Managers, evaluators, and other stakeholders to support consistent implementation of Special Education programs. o Disseminates Special Education updates, deadlines, procedures, and district expectations to assigned campuses and maintains timely, professional communication with campus staff and leadership. o Supports campuses in maintaining accurate documentation and readiness for internal audits, TEA reviews, and other compliance monitoring activities. o Coordinates with parents, previous districts, outside agencies, and service providers, as necessary, to obtain records, resolve concerns, and support continuity of services for students with disabilities. o Performs other duties as assigned. SKILLS AND ABILITIES: o Knowledge of Admission, Review, and Dismissal (ARD) Committee process and Individual Education Plan (IEP) goal setting process and implementation o Ability to prioritize tasks and coordinate multiple projects to meet specific deadlines o Ability to maintain confidentiality of privileged and sensitive information o Ability to maintain professional behavior, appearance, and work ethic to always represent HPS in a positive manner o Ability to communicate effectively in both written and oral forms with all levels of management, both internal and external o to the district. o Ability to establish and maintain effective working relationships both internal and external to the district. o Ability to use computer including software, database used by the district, spreadsheet and word processing software, calculator, copy machine and telephone. o Ability to analyze data o Ability to use effective interview techniques, effective public speaking skills, and problem-solving skills WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS: o Light Work: may require occasional light lifting. o Nights and weekend activities will be occasionally required. o Position is in office setting and may involve prolonged work at a desk in one location. o Moderate travel is required.
