Staff will work cooperatively with instructional personnel to provide the most appropriate programs for students with disabilities including speech/language therapists, occupational and physical therapists, and school psychologists, counselors and social workers to determine eligibility, placement and programming for special education services.
Job Qualifications:
- Must have a minimum of a Bachelor's Degree in Special Education, Master's Degree preferred.
- Current Certification as a Teacher of Exceptional Children Special Education
- Must have at least 3 years' experience as a Special Education teacher.
- Must have at least 3 years' experience as a Special Education Coordinator
- Experience working with outside agencies and alternative education programs preferred.
- Must have a high degree of organizational skills as well as computer literacy.
- Must have excellent oral and written communication skills.
- Outstanding ability to motivate and build relationships with students and parents to promote student achievement and strengthen community partnerships.
- Commendable history of effective leadership, extra-curricular participation, an acceptable attendance record, and exemplary performance.
Essential Functions:
- Participate in and facilitate eligibility, Individualized Service Plan (ISP), and IEP meetings for students attending private schools or receiving homeschool instruction.
- Collaborate with district special education leadership to ensure alignment of PPPS services with district-wide policies and strategic goals.
- Assist in the calculation, planning, implementation, and documentation of proportionate share requirements for parentally placed private school students in accordance with IDEA regulations.
- Collaborate with related service providers to coordinate evaluations, service recommendations, and development of ISPs and IEPs for students enrolled in private schools or homeschool settings.
- Serve as the district liaison for families of parentally placed private school and homeschooled students receiving special education services.
- Support administration with the coordination of equitable services consultation meetings with private schools, homeschools and families.
- Ensure compliance with federal and state regulations related to parentally placed private school students, including consultation and equitable services requirements under Individuals with Disabilities Education Act.
- Provide staff development and consultation to assist school personnel in understanding students with disabilities as related to PPPS.
- Support transitions for students moving between homeschool, private school, and public-school placements, ensuring continuity of services and records.
- Support school teams with the development of IEPs for students transitioning into a district school.
- Participate in meetings regarding district students attending specialized educational programs in other Delaware school districts to monitor progress, review services, and support educational planning.
- Participate in Delaware Department of Education professional development related to PPPS and nonpublic special education services.
- Monitor services provided to students with ISPs attending private schools.
- Coordinate communication with private schools, homeschool families, and district personnel regarding evaluations, eligibility, and service provision.
- Maintain documentation, service records, consultation logs, and compliance reports related to PPPS services.
- Assist families in understanding procedural safeguards, available services, and district responsibilities for students attending private schools or homeschool settings.
- Maintain current professional knowledge of federal and state regulations impacting nonpublic and homeschool special education services.
- Collect, analyze, and report data on private school and homeschool students receiving services, including evaluation timelines, service delivery, and compliance indicators.
- Coordinate secure exchange of educational records between private schools, homeschool families, and the district in compliance with FERPA and IDEA.
- Conduct visitations, as required by the Delaware Department of Education to out of state educational placements to monitor ICT student progress, assess program effectiveness, ensure the provision of appropriate educational services, and verify compliance with applicable educational requirements
