JOB SUMMARY
Serve as a Transportation General Manager within a designated District accountable for all Yard and Terminal service- related functions in that District. Having overall authority and responsibility for the territory, Interdepartmental Operations Services, customers and employee safety.
DUTIES AND RESPONSIBILITIES
Directs, supports, and coordinates inter-departmental Safety initiatives within assigned District.
Lead/chair District Team and Safety meetings.
Participate in Local Safety Meetings.
Lead/coordinate quarterly Safety Stand Down days within District for Transportation.
Directly responsible to monitor and complete all safety/incident/injury reports.
Post Federal Railroad Administration (FRA) reportable injury list in all crew bases within their district.
Monitor Trainmaster Code of Federal Regulation (CFR) 217.9 goals and objectives monthly.
Perform required number of CFR 217.9 checks monthly.
CFR 217.9 and banner testing oversight of all Metro-North Railroad (MNR) Employees.
Monitor and coordinate random drug and alcohol screening of train crews and yard masters.
Proactively supports the Metro-North Railroad safety program through execution of Operating Division safety plan elements including but not limited to safety observations, daily job briefings, and incident investigations.
Directs service delivery functions, managing compliance with operating procedures to achieve performance goals particular to On-Time performance, reliability, cleanliness customer comfort, employee courtesy, communication and safety.
Organizes and manages District service delivery functions affecting on-time performance, reliability, cleanliness, comfort, courtesy, communication and safety.
Monitor and ensure compliance with trains at initial station 5" prior to departure standard.
Review train make up sheets daily to ensure consist compliance - enact corrective measures if non- compliant.
Work with Fleet Management and Maintenance of Equipment (MofE) to ensure timely delivery of equipment to shops/yards minimizing turn-around time from "shop status" to "available status."
Monitor yard operations continually to ensure overall compliance with set standards.
Coordinate/lead/perform meet and greets on specific initiatives as set forth departmentally.
Supervise Trainmasters as well as participate in observation of Train Crew appearance, performance compliance, and train crew visibility.
Monitor crew register room compliance for all required company and federally mandated documents.
Write and distribute commendation and letters of reprimand.
Interface/communicate with the Operations Control Center (OCC) regarding the Daily Operations Report in order to close out, final dispositions and clarification of Train Incident Log Items that occur in their District.
Oversee and assist Trainmasters daily, responsible to provide and research Train Incident Log Items and disseminate information clearly in a Transportation Log Report for their District.
Leads and coordinates the activities of inter-departmental management as related to service functions within assigned District.
Instills safety-focused behaviors by fostering communication and modeling respect for people.
Controls District Operating Expenses in conformity with Budget.
Oversee, monitor, and approve where appropriate all random arbitrary overtime/penalty payments to train crews and Yardmasters.
Effectively manage the ordering of extra assignments in support of the overall operation during weather events, special move orders, and during operational emergencies.
Office functions - oversee the ordering of supplies within assigned district.
Coordinates the implementation and development of Capital and Maintenance operational work plans related to balance service delivery requirements.
Work with infrastructure/ equipment development of Track, Communication & Signals (C&S), Power, Third Rail, Structures, Customer Service, and all other applicable departments with respect to weekly/monthly track usage and daily district maintenance requirements without sacrificing either item.
Supports environmental compliance activities.
Ensure staff completes all required annual training in regard to Environmental compliance.
Immediately responds to main line incidents, clear safety hazards, and aggressively works to assure a safe clean environment for employees and customers.
Be qualified on all required National Incident Management System (NIMS) training.
Lead Incident Commander when on scene of any type of rail incident.
Work with all affiliated outside agencies during service disruptions/emergencies.
Ability to manage/manipulate all equipment and crew schedules at all times, especially during service disruptions.
Work with the Crew Management Center (CMC) in the scheduling of crew bus coverage during scheduled and non-scheduled bus substitutions.
Select, develop, and motivate staff and provide career development for team members. Provide effective coaching and counseling. Manage team and individual performance. Create a professional environment that respects individual differences and enables staff to develop and contribute to their full potential.
Perform/act as a Trainmaster to cover terminals when scheduling does not permit full Trainmaster coverage.
Assume the duties of a Line Superintendent while still performing functions of a District Superintendent when required for vacation/unscheduled absences of Line Superintendent.
Be available 24/7 unless scheduled off for training, vacation, and/or any other personal matters that require time off.
