About the Role
Huckleberry Youth Programs (HYP) health and education work spans two counties: the Huckleberry Youth Health Center (HYHC) in San Francisco (SF), the Marin Health Clinic, and the Huckleberry Access to College Equity Academy (ACE), a multi-year college-access program supporting first-generation students from high school through their first two to three years of post-secondary education. These programs have been serving youth for many years in Marin and San Francisco: the SF Youth Health Center for over 30 years, Marin Health Clinic for 30 years, and the ACE Program for 16 years. The Division Director, Cross-County Health & Education is a newly established Division Director role that brings this work together under a single program leader who is responsible for the quality, consistency, and day-to-day performance of HYPs health clinics, health education, and college-access programming across San Francisco and Marin. Reporting to the Senior Director of Programs, this role represents the health and education portfolio in HYPs broader program leadership team.
Key Responsibilities
Program & Clinic Leadership
- Provide unified leadership across HYPs health clinics and education portfolio - the Huckleberry Youth Health Center (SF), the Marin Health Clinic, and the ACE Academy - ensuring consistent quality and mission alignment across both counties.
- Develop internal and external relationships as the point person for program oversight across various county stakeholders.
- Design, document, and maintain program policies, procedures, and site manuals consistent with HYPs mission, across HYHC and Marin Program sites.
- Manages all contracts and funder agreements attached to the health clinics & education portfolio, ensuring appropriate progress toward funder and agency goals; prepare required program-accomplishment reporting.
- Prepare for annual program monitoring and licensing activities, including documentation, clearances, inspections, certifications across both counties.
- Actively identify opportunities for program development, staying knowledgeable about community health and education trends and service gaps, and maintaining funder and community relationships that support growth and sustainability.
Health Education Oversight
- Oversee county-wide health education programming; sexual and reproductive health workshops, individual health education sessions, groups, outreach, and the peer health education project, ensuring curriculum stays current, evidence-based, and approved by required school district partners.
- Ensure health education activities are properly documented and evaluated, and that data is used to guide program improvement.
- Support an effective, sustained outreach strategy to youth, parents, schools, and community agencies across San Francisco and Marin.
- Help develop and maintain community, education and other system partnerships to sustain & expand services as needed
ACE Academy & College Access Oversight
- Provide oversight of the ACE Academy, HYPs college-access program for first-generation students.
- Support the ACE Academy Manager on program development, curriculum, recruitment strategy, and college-access partnerships.
- Ensure the ACE Academy stays connected to, and benefits from, HYPs broader health and clinical service network.
- Develop and integrate school based program opportunities within this portfolio as new programs are identified.
Team Leadership & Development
- Directly supervise, train, hire and support program teams providing clear direction, individual supervision, coaching, and regular performance evaluation.
- Assist managers with the hiring and training of direct-service staff, and lead the hiring and training of program staff.
- Approach supervision from a strengths-based perspective, building leadership capacity and professional development pathways across a large, cross-county team.
- Sets clear expectations, goals and metrics for program teams that align with funder deliverables and organizational goals.
Partnerships, Contracts & Funding
- Maintain and develop HYPs health clinic partnerships, providing oversight of clinic operations in collaboration with partner leadership and exploring opportunities for new clinic partnerships in San Francisco and Marin.
- Participate and collaborate in the full life cycle of grants and contracts for the portfolio: writing proposals, executing contract documents, implementation, quality assurance, outcome reporting, monitoring, compliance, and required funder meetings.
- Establish and maintain effective relationships with referral agencies, school districts, community partners, and funders across both counties, including participating in relevant collaborations, community committees, and partner events, and developing MOUs or partner agreements as needed.
- Provide oversight of program finances, working with the Senior Director of Finance and Senior Director of Programs on budget data, expense monitoring, and staffing allocations.
Compliance & Operations
- Ensure both health clinics, education, and ACE Academy sites meet applicable local, state, and federal regulations, certifications, and licensing requirements, including clinic licensing standards, HIPAA and health-record confidentiality, FERPA for school-based work, minor-consent laws for health and mental health services, and mandated reporting of child abuse.
- Assist with maintenance of program facilities and equipment across sites.
- Serve as a communication link between the health clinics & education portfolio and the rest of the agency, integrating this work with HYPs other programs.
- Participate in the Senior Director of Programs leadership team and relevant agency meetings; contribute to agency-wide policy development in areas tied to this portfolio (e.g., health information privacy, minor consent); represent the health clinics & education portfolio in community, funder, and public settings as directed by the Senior Director of Programs.

Qualifications
Required Education and Experience
- Bachelors degree in health, health education, social work, public health, or a related field or equivalent training and experience. Master's degree preferred.
- At least 5 years of experience with staff development, staff supervision, program management, and program development.
- At least 3 years of experience working with vulnerable adolescents and diverse communities.
- Experience overseeing more than one program area or site simultaneously.
- Experience managing multiple funding sources per program.
- Successful experience in grant-writing and administration.
- Experience, awareness, and knowledge of the diverse cultures of San Francisco and Marin youth and families.
Preferred Education and Experience
- Experience spanning both clinical/health-center operations and health education and/or college-access programming.
- Experience partnering with public-health departments, community health clinics, school districts, or comparable government/institutional partners.
- Bilingual English/Spanish is strongly preferred.
- Continuing education in adolescent health, public health, or education.
Physical Demands
This role requires the ability to lift files, open filing cabinets and bend, sit or stand as necessary and climb stairs. The role requires the ability to facilitate meetings, including facilitating conversations among staff.
Work Environment
This position is an onsite role and operates out of HYHC & Marin program offices and is an onsite role.
Security Clearance
Must pass a DOJ/FBI background check. Due to HYPs licensing requirements, candidates with backgrounds including items on the CDSS non-exemptible crimes list will not be eligible for exemption at this time.
Other Requirements
- Recent TB clearance.
- Valid CA drivers license and clean DMV record (this role includes regular driving between San Francisco and Marin sites).
- Current, or willingness to complete, First Aid/CPR training.
- Fully vaccinated for COVID-19, consistent with current HYP policy. Key Performance Indicators
