Agency Dept of Transportation Division Job Classification Title Engineer III (NS) Position Number 60020760 Grade NC20Description of Work We are seeking a forward‑thinking Division Survey Engineer to direct and coordinate all survey operations within Division9, ensuring alignment across teams while leading a staff of engineers and technicians and serving as the primary liaison for Construction, Utilities, District Operations, Maintenance, and Project Development.Key responsibilities include:Provide leadership and oversight of the Division Survey Unit, establishing daily operations, workflows, standards, staffing plans, schedules, resources, and clear lines of responsibilities.Supervise, coach, and support lower‑level engineers and survey technicians; oversee support contracts and consultant performance in accordance with Department policy.Serve as the Division's independent subject‑matter expert and final QA/QC authority for all in‑house and consultant survey deliverables.Coordinate, develop, review, and verify survey control, 3‑D survey models, drainage features, structures, ROW and PUE staking, utilities, preliminary utility stakeout, and conflict resolution across all NCDOT projects.Collect and analyze field data to support accurate estimates, design development, and layout verification.Implement and advance model‑centric survey workflows aligned with Digital Delivery and OpenRoads Designer (ORD), including continuous evaluation and adoption of effective survey technologies.Ensure compliance with NCDOT standards for documentation, records, safety, and field operations, including work in challenging conditions.Ensure consistent, standards‑compliant deliverables that reduce claims, limit cost growth, and improve construction outcomes.Lead the Division's drone and reality‑capture program, including licensure, flight operations, data processing, integration, and timely aerial support.Standardize reality‑capture processing tools, workflows, and datasets to support project delivery.Manage and execute task orders under Limited Services Contracts to accelerate delivery while maintaining quality and compliance.Champion best‑practice survey standards and technologies to enable model‑centric design and construction throughout the Division.Qualifications Management prefers applicants with the following:Experience planning, developing, scheduling, tracking, and completing projects independently or with limited supervision.Customer service experience related to resolving problems that involve explaining engineering concepts to various customer groups.Experience making recommendations and decisions for simple or complex projects.Experience leading multiple projects, scheduling and directing multiple work crews.Considerable knowledge of principles of civil engineering as it relates to the design, construction, and maintenance of the highway system.Registration as a Professional Land Surveyor and/or Professional Engineer by the NC Board of Examiners for Engineers & Surveyors is preferred.Salary Grade and Salary Range NC20 $70,478 – $123,336Minimum Education and Experience Bachelor's degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience; or an equivalent combination of education and experience.Special Qualifications May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.EEO Statement The State of North Carolina is an Equal Employment Opportunity Employer and dedicated to providing employees with a work environment free from all forms of unlawful employment discrimination, harassment, or retaliation.#J-18808-Ljbffr
