Pls read the below details carefully so you do not submit the wrong candidate (you will only get 2 spots to submit and no changing folks out if they are not a fit).The Fas Solution / Cloud Architect serves as a technical lead responsible for overseeing, governing, and guiding a new Fiscal Agent Services (FAS) technology solution that supports the Medicaid enterprise system and its business operations. This role works closely with business stakeholders, program leadership, vendors, and technical teams to ensure solutions align with Medicaid Program goals, federal and state regulations, enterprise architecture standards, and modernization initiatives.Key Responsibilities:Oversee and guide technical implementation of a new Fiscal Agent Services module, as part of the Medicaid Enterprise System (MES) systemEnsure solutions align with CMS (Centers for Medicare & Medicaid Services) guidelines, MITA maturity goals, interoperability standards, and federal modularity requirements.Lead architectural reviews, assess solution implementation, and ensure alignment with enterprise architecture and technical policies.Evaluate system integration needs across modules such as Eligibility and Enrollment, Provider Services, Third-Party Liability, Pharmacy, and Data Warehousing.Provide architectural guidance for system interfaces, data exchange standards, APIs, security models, and cloud adoption strategies.Develop architectural artifacts such as logical and physical diagrams, data flow documentation, integration patterns, and technical roadmaps.Collaborate with cybersecurity teams to ensure compliance with NIST, HIPAA, state security policies, and other applicable controls.Participate in governance processes, review change requests, and ensure solutions are sustainable and maintainable.Provide leadership and guidance to project teams, business analysts, developers, and external partners throughout the solution lifecycle.Required/Desired SkillsSkill - Required /Desired - Amount - of ExperienceProficiency in architectural modeling, data management concepts, and security best practices - Required - 10 - YearsExcellent communication and stakeholder engagement skills, including the ability to explain technical concepts to non technical audiences - Required - 10 - YearsExperience collaborating with vendors, system integrators, and multidisciplinary teams - Required - 10 - YearsConsiderable experience with cloud platforms (Azure, AWS, or equivalent). - Required - 10 - YearsExperience designing or supporting large scale healthcare or government IT systems, preferably Medicaid or MES modules - Highly desired - 10 - YearsStrong understanding of MITA framework and federal interoperability requirements - Highly desired - 10 - YearsConsiderable knowledge of emerging and traditional technologies such as: Node.js, Java, Angular, React, Python, REST, JSON, XML, X12, FHIR, HTML5 - Highly desired - 10 - YearsConsiderable knowledge of databases, ETL tools, relational databases, SharePoint, X12, and legacy programming. - Highly desired - 10 - YearsKnowledge of enterprise integration, service oriented architecture, APIs, cloud computing, ETL and modular system design - Highly desired - 10 - YearsPrior work with Medicaid Management Information Systems (MMIS) or Medicaid Enterprise Systems (MES). - Highly desired - 8 - YearsRelevant certifications such as AWS/Azure Architect, or equivalent - Highly desired - 8 - YearsExperience in state government, public sector consulting, or large enterprise architecture roles - Nice to have - 8 - YearsQuestionsNo. - QuestionQuestion1 - Commonwealth of Virginia security policies prohibit the use of offshore IT contractors.
