Description

The Case Enhancement Assistant will work in coordination with the Lynchburg Domestic and Sexual Violence Prosecution Team to strengthen prosecution efforts that enhance safety, justice, and support for victims of domestic violence, sexual assault, and stalking. The position performs a variety of tasks that support trauma-informed and evidence-based practices designed to improve case outcomes while minimizing victim re-traumatization.

Grant Funding Notice: This is a grant-funded, part-time position currently funded for the period of July 1, 2026, through June 30, 2027. Continued employment beyond June 30, 2027 is contingent upon the availability of grant funding.

Schedule: Part-time position working up to 25 hours per week.

Essential Duties

Essential Duties and Responsibilities include the following. Other duties necessary to deliver services to citizens may be assigned.

ENHANCING PROSECUTION OF DOMESTIC VIOLENCE, SEXUAL ASSAULT, AND STALKING CASES

Review reports for Intimate Partner Violence (IPV) and Household (Domestic) Violence calls by:

• Identifying calls where the offender is in violation of bond conditions or previous sentencing agreements.
• Notifying the assigned prosecutor and pretrial or probation officer of any identified violations.
• Running the offenders name in OMNI and PISTOL to determine whether previous calls for service may warrant additional action to enhance victim safety.
• Notifying the assigned prosecutor and advocate(s) of calls for service and any identified concerns.
• Notifying the investigator, prosecutor, and assigned advocate(s) of concerns.
• Collaborating with law enforcement to facilitate the apprehension of offenders who remain at large and pose a danger to the community.
• Notifying the investigator, appropriate law enforcement agency, LPD Warrant Officer, or LPD Violent Crime Response Team, when warranted, based on the circumstances and charges associated with the incident.
• Ensuring the Danger Assessment for Law Enforcement (DA-LE) is offered when appropriate.

SERVE AS LIAISON BETWEEN THE COMMONWEALTHS ATTORNEYS OFFICE AND THE LYNCHBURG POLICE DEPARTMENT TO ENSURE CASES ARE ADEQUATELY PREPARED

Review reports by:

• Reviewing IPV reports to ensure the Danger Assessment for Law Enforcement (DA-LE) was offered.
• Identifying cases where the DA-LE may be needed for bond and pretrial decisions.
• Identifying victims and witnesses who may require additional resources.
• Notifying the prosecutor and the Lynchburg Police Department, when directed, of any additional changes or charging corrections.

Identify and locate victims and witnesses by:

• Updating contact information in OMNI (case management system).
• Ensuring the Department of Social Services (DSS) was notified when appropriate.
• Following up with the reporting officer when necessary.

Gather and organize evidence by:

• Monitoring jail calls for confessions and other communications of investigative or prosecutorial interest and notifying the investigator as appropriate.
• Collecting, reviewing, and organizing evidence, including text messages, voicemails, mail, surveillance videos, body-worn camera footage, and other relevant materials.
• Updating contact information for witnesses, victims, and offenders.
• Uploading and maintaining evidence to Axon.
• Updating OMNI (case management system).
• Creating organized case files for discovery and case management.

Monitor jail communications by:

• Identifying potential additional charges, including violations of protective orders and obstruction.
• Identifying potential forfeiture by wrongdoing, confessions, coercion, and public safety concerns that may impact prosecutor or bond proceedings.
• Notifying the investigator, prosecutor, and advocate, as appropriate, of significant findings.
• Documenting findings in OMNI.

Support case enhancement by:

• Assisting in obtaining copies of protective orders for case file and violation of protective order probable cause hearings.
• Assisting in reviewing and updating unit policies and procedures.
• Performing other related duties as assigned.

SUPERVISORY RESPONSIBILITIES

This position has no supervisory responsibilities.

Minimum Education and Experience Required

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Minimum requirements include a high school diploma or equivalent and two (2) to three (3) years of experience in law enforcement, legal assistance, victim advocacy, or a related field. Successful completion of a criminal background investigation is required.

The ideal candidate will possess a comprehensive knowledge of the criminal justice system, prosecution processes, and issues affecting victims of domestic violence, sexual assault, and stalking. The candidate should have knowledge of departmental policies, criminal procedures, and the laws governing the handling of sensitive and confidential information. The successful candidate will demonstrate the ability to establish and maintain effective working relationships with prosecutors, law enforcement agencies, victim advocates, and other community partners; perform duties with a high degree of initiative and independent judgment; communicate effectively, both orally and in writing; and demonstrate proficiency in the use of computers and related software applications.
