The DoWIN Operations Specialist provides onsite operational, technical, and cybersecurity support for the Defense Manpower Data Center (DMDC) under the Cyber PRIMES contract. The position supports the availability, security, and operational continuity of the Department of Defense network environment through coordinated incident response, access management, technical troubleshooting, and compliance activities.

The specialist serves as an onsite operational resource, working closely with Government stakeholders, cybersecurity personnel, system administrators, and enterprise service providers to identify and resolve technical issues, maintain mission readiness, and support the secure delivery of DMDC services.

Key Responsibilities:

• Provide onsite operational support for the DoWIN environment, including network connectivity, endpoint access, and enterprise services.
• Monitor operational conditions and coordinate resolution of network, workstation, and system-access issues.
• Troubleshoot hardware, software, and connectivity problems within authorized responsibilities.
• Coordinate with enterprise IT service providers and Government technical teams to resolve incidents and restore services.
• Support scheduled maintenance, system upgrades, and operational changes.
• Implement and maintain approved cybersecurity procedures consistent with applicable DoD security requirements.
• Support vulnerability remediation, security configuration management, and continuous monitoring activities.
• Identify and escalate suspected cybersecurity incidents, unauthorized access, and security control deficiencies.
• Assist with cybersecurity assessments, audit requests, and Plans of Action and Milestones (POA&M) remediation.
• Coordinate security-related operational activities with the SOC/CIRT and Government cybersecurity stakeholders.
• Coordinate Government-approved user access, account provisioning, and authentication troubleshooting.
• Support CAC authentication, workstation connectivity, and authorized network-access requirements.
• Assist personnel with GFE configuration, connectivity, and technical readiness.
• Coordinate with Government sponsors, service desks, and system administrators to resolve access dependencies.
• Ensure access-related activities follow established authorization and least-privilege requirements.
• Receive, document, prioritize, and track technical incidents and service requests through resolution.
• Escalate mission-impacting outages, recurring technical issues, and unresolved dependencies.
• Maintain operational logs, incident records, and technical documentation.
• Provide daily operational status updates to the Cyber PRIMES Program Manager and designated Government Task Monitor Leads.
• Support shift handoffs and knowledge transfer to maintain continuity of operations.

 Minimum Requirments:

•  Bachelor's degree in Information Technology, Computer Science, Cybersecurity, or a related discipline; equivalent relevant experience may be considered.
• 3–5 years of relevant experience supporting enterprise IT, network operations, systems administration, or cybersecurity operations.
• Active Secret clearance, subject to contract and Government requirements.
• Working knowledge of Windows enterprise environments, network connectivity, endpoint management, authentication, and IT service management.
• Familiarity with DoD cybersecurity requirements, NIST RMF, security configuration management, and incident reporting.
• DoD 8140 qualification appropriate to the Government-approved position and assigned work role.
• Ability to coordinate effectively with Government stakeholders, technical teams, and enterprise service providers.

• Experience supporting DoD enterprise networks, DMDC operations, or similar mission-critical Government IT environments is preferred. Additional qualifications include familiarity with DoD enterprise identity and access management, ITIL-based service management, ServiceNow or equivalent ticketing platforms, vulnerability management, and operational reporting.
• Experience coordinating incident response, conducting technical troubleshooting in controlled Government facilities, and supporting continuity of operations is desirable.

Compensation Range: 

• The anticipated salary range the Employer reasonably expects to pay for this position is $78,000 to $105,000 annually.
