POSITION ASSIGNMENT TITLE:

SYSTEMS SUPPORT DIVISION CHIEF

Minimum Qualifications:

Bachelors Degree in business or public administration, public safety, or related field; and three (3) years public safety dispatch and/or emergency services experience; including, three (3) years supervisory experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Preferred Qualifications:

Bachelors Degree in computer science, information technology, or related field; and five (5) years of progressively responsible experience in Public Safety systems implementation and integration or related field; including three (3) years supervisory experience.

Specific License or Certification Required: Must possess and maintain a valid Georgia drivers license. Must obtain and maintain a Georgia Crime Information Center (GCIC) and National Crime Information Center (NCIC) Certification; Emergency Medical Dispatch (EMD) Certification; Georgia Peace Officer Standards and Training (POST) Certification (Basic training course for communications officers); Cardiopulmonary Resuscitation (CPR) Certification. All certifications must be obtained and maintained within one (1) year of employment.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position. Must be able to apply the principles and practices of supervision; customer series; budget and grand development and administration; Laws, rules, and regulations governing emergency communications; Police, Fire and emergency medical codes, terminology, and service priorities; Fulton County and City of Atlanta geography; Public safety (E911) dispatch center operations, including Computer Aided Dispatch (CAD). Must be able to resolve problems and make decisions in emergency or high-risk situations; Preparing and maintain detailed records and reports; Communication and interpersonal techniques as applied to interaction with coworkers, supervisor, the general public, etc., sufficient to exchange or convey information and to receive work direction.

The examination will consist of an evaluation of education and experience, accomplished by analysis of the application. Purpose of Classification:

The purpose of this classification is to manage the daily operations and coordinating a wide range of administrative functions in the Support Services, Operational Services, or Technical Services Division within Fulton County Emergency Services Department. Responsibilities include developing recommendations for assigned area budget, analyzing high-visibility and complex issues affecting assigned functions, providing advice and recommendations and supervising assigned staff. Incumbent manages the daily operations in the Support Services, Operational Services or Technical Services Division within Fulton County Emergency Services Department. Incumbent in this position is on-call 24-hours, seven (7) days per week and performs shift work as required, which includes working holidays and weekends.

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Manages the daily operations of the Support Services, Operational Services, Office of EMS or Technical Services Division of the Emergency Services Department within Fulton County Emergency Services Department.

Provides coordination for and supervise a wide range of administrative functions in support of departmental operations, such as budget, information and records management, issues and analysis, program evaluation and planning, and travel/in-service training; and develops and manages projects, major studies, reviews, initiatives, budgets and grants.

Performs administrative duties to support program operations. Approves a variety of administrative actions and transactions; creates, composes, edits, prepares, and distributes various reports and forms of correspondence; schedules departmental meetings.

Supervises assigned staff, including establishing workloads, prioritizing work assignments, evaluating employee performance, interpreting and enforcing policies and procedures, resolving staff issues, making hiring or termination recommendations, and administering disciplinary action as required.

Performs statistical and operational analysis and develop recommendations for Support Services, Operational Services, Office of EMS or Technical Services Division budget, including long-range planning requirements, budget cost estimates, and program enhancements. Prepares

statistical reports, conducts surveys and gathers other information as required.

Evaluates, monitors, and identifies operational and technical needs of assigned staff, makes recommendations for development and/or corrective performance enhancements, and coordinates the delivery of training to staff.

Investigates complaints and reviews the performance of all elements of Emergency Medical Services (EMS). Prepares reports for hearings and court cases.

Analyzes high-visibility and complex issues affecting assigned functions, provides advice and recommendation, and makes independent judgment decisions to facilitate resolution.

Coordinates the receipt, dispatch, and completion of emergency aid requests, including ensuring accurate and timely processing of request calls; oversees the collection and storage of emergency services dispatch records and ensures proper maintenance of Computer Aided Dispatch (CAD) files and monitors staff dispatch activities for quality assurance and

accuracy in handling emergency calls and radio dispatching.

Coordinates emergency services system repair and provides analysis reports for problem solving. Coordinates emergency medical and dispatch quality assurance programs.

Develops public education and training programs, including cardiopulmonary resuscitation (CPR) and first aid. Conducts training to assigned staff.

Interprets and enforces the rules and regulations of Fulton County and the Georgia Department of Human Resources. maintains departmental competencies in accordance with federal, state and local regulatory standards.

Serves as the departmental liaison, provides information on Emergency Medical Services (EMS) to the general public, professional groups, and other employees, consults with hospitals and other various agencies, attends meetings and hearings, and serves on committees and task force as required.
