Position Summary: The ECEAP Subcontractor Compliance Specialist ensures that all subcontracted ECEAP sites meet or exceed the Washington State Department of Children, Youth, and Families (DCYF) Performance Standards. This position provides administrative oversight and technical support to subcontractors to ensure they meet the delivery of high-quality, comprehensive services to children and families. Current subcontractor sites are located in Benton City, Moses Lake, Othello, Pasco, Richland, and Touchet, with potential for additional sites in the future.
ESSENTIAL FUNCTIONS:
- Conduct regularly scheduled monitoring visits at subcontracted ECEAP sites to evaluate compliance with all Performance Standards, including education, health, and family support.
- Monitor the implementation of required screenings (developmental, dental, and medical) to ensure they are completed within the mandatory 45 or 90-calendar-day timelines.
- Verify that subcontractors maintain accurate and confidential child and family records in the Early Learning Management System (ELMS).
- Verify that subcontractors maintain comprehensive, confidential child and family records, including health history, immunization status, and specific parent consent forms.
- Provide support and guidance to subcontractor staff on interpreting and implementing ECEAP standards.
- Provide guidance and assist subcontractors in developing and updating program documents, including but not limited to ECEAP policies and procedures.
- Support subcontractors in the application of anti-bias practices and the creation of inclusive environments that honor family culture and language.
- Serve as a subject matter expert on the ECEAP Performance Standards, assisting subcontractors with requesting waivers or variances when necessary.
- Work with sites to identify areas for improvement and develop actionable plans to address any findings from internal or state monitoring.
- Facilitate the internal ESD 123 ECEAP Self-Assessment process at subcontracted sites to prepare for official program monitoring.
- Audit subcontractor processes for verifying child eligibility and enrollment to protect program integrity and public trust.
- Collaborate with subcontractors to develop annual Transition Plans that support children and families moving into ECEAP, between classrooms, or into kindergarten.
- Ensure subcontractors implement approved comprehensive research-based curricula (e.g., Creative Curriculum) with cultural and linguistic responsiveness.
- Assist subcontractors in the locating the tools and resources needed to create Child Focus Response Plans and Individual Care Plans for children with specific behavioral or health needs.
- Provide non-supervisory mentoring to help subcontractor staff meet their Professional Development Plans and Annual Learning Plans.
- Follow all Board policies and procedures.

REQUIRED QUALIFICATIONS:
- Related Bachelor's Degree preferred, though may be waived in lieu of any combination of education and experience that provides the required knowledge, skills, and abilities of the position.
- A minimum of two years working with young children in a group setting and experience as an early learning coach, consultant, mentor, or trainer.
- Thorough understanding of the ECEAP Performance Standards and their application at the site level. Prior experience in ECEAP or Head Start program administration or monitoring is highly preferred.
- Experience with program oversight preferred.
- Advanced knowledge of ELMS (Early Learning Management System) for data entry, monitoring, and reporting.
- Experience using Teaching Strategies GOLD for documentation and data analysis.
- Experience in using SmartTeach (by Teaching Strategies).
- Must complete or show evidence of certification from:
- Online training to use GOLD.
- Introducing SmartTeach or Introducción a SmartTeach
- Objectives for Development and Learning or Objetivos para desarrollo y aprendizaje
- Inter-rater reliability certification: "GOLD Preschool/PreK/Transitional Kindergarten Interrater Reliability Certification within six months of hire and every three years thereafter.
- Complete online Creative Curriculum curriculum training for ECEAP, including: Creative Curriculum for Preschool: Guided Edition Foundation and Creative Curriculum for Preschool: Guided Edition Daily Resources
ADDITIONAL PREFERRED QUALIFICATIONS:
- Completed training in ECEAP Mobility Mentoring.
- Completed DCYF ECEAP Eligibility and Enrollment training.
- Experience with Early Achievers or similar quality rating and improvement systems.
- Hold a STARS ID from the electronic workforce registry (MERIT)
- Current DCYF Portable Background Check.

COMPENSATION:
- Paid once a month on the last working day of the month.
- Receives an average monthly gross paycheck based on the number of days and hours assigned to the work calendar (Sept 01-Aug 31) and placement on the salary schedule.
- A full work calendar for this position is 180 days and 8 hours per day. Below is an example of a gross monthly paycheck for a full work year:
- $3,582 (step 1/year 1) - $4,032 (step 5/year 5)
- This amount may increase or decrease slightly based on hiring date and months remaining in the work calendar (Sept 01-Aug 31)

WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
