This federal setting III program is for students who have social, emotional, and/or behavioral needs that require programming supports not available in less restrictive settings. Students Taught Alternatives Reach Success (STARS) Students are identified for placement based on their individual needs. STARS students are typically more successful in a smaller, structured, predictable setting with a high staff-to-student ratio. Additionally, they may benefit from targeted social/emotional/behavioral support from the school social workers and psychologists who are an integrated part of the STARS program. Students have access to the typical school environment including the general education classroom, cafeteria, hallways, etc; and increase participation as skills are built in the special education environment.
