Job Description

The Early Learning Programs (ELP) Partnership Coach is responsible for working collaboratively with Childcares and Early Childhood Education & Assistance Program (ECEAP) Direct Service and Partner sites to deliver high-quality early learning to eligible children and families, providing comprehensive services for improved economic, educational, and health outcomes. This position provides onsite instructional support, family support & engagement, mentoring, training, and coaching to enhance the quality of early care and education programs. This role works collaboratively with the Support Services Manager for recruiting, selecting, and enrolling children and their families who are eligible for ECEAP. This position offers professional guidance and support to ensure sites and staff meet ECEAP performance standards, Department of Children, Youth and Families (DCYF) licensing WACs, and contract requirements.

Duties and Responsibilities

  • Respect and support the unique culture, practices, priorities, and operational procedures of each site while maintaining professional collaboration and partnership. Communicate respectfully and effectively, ensuring site-specific avenues are followed, and address the concerns and issues of children from diverse backgrounds and those with special needs.
  • Model professional, respectful, and effective communication practices with families, staff, teachers, and community partners. Attend required training and job specific professional development opportunities with an ongoing commitment to continuous learning and translating training into practice.
  • Ensure collected information is used to increase parent engagement, incorporate child and family culture, and inform individualized classroom instruction.
  • Support identification and prioritization of needed materials and equipment. Support classrooms in resourcing materials through appropriate site-specific avenues that may include partner administration, and with support from the appropriate ELP Manager.
  • Provide coaching and professional support to staff through observation, reflective practice, modeling, feedback, training, and collaborative goal setting. Provide one-on-one and small group mentoring to assistant lead teachers, assistant teachers, co-teachers, and site family navigators as required, to help strengthen child development practices and assure quality programs.
  • Identify and support students with complex needs including observations, resources, one on one training and modeling and additional assistance as needed.
  • Receive and implement constructive feedback from assigned Manager and Program Director, and follow protocol for problem solving, utilizing direct communication and confidentiality.
  • Assure that required site documents are complete, accurate, and confidentially maintained, including regular and on-going documentation of teacher quality improvement plans in required databases, and files are appropriately organized per site and program expectations.
  • Provide flexibility in scheduling to meet program requirements ¿ may work some night and weekend hours. Attend staff training and meetings, and parent advisory and parent/guardian meetings as requested.
  • Actively participate in the development and implementation of Expansion Plan Expectations. Assist in expansion efforts by compiling data, encouraging partnerships in the community and assisting in the development of reports to support expansion.
  • Assist with program entry activities including conducting family orientations, child screenings, and family conferences in collaboration with classroom teachers and the assigned Manager.
  • Perform other duties, as assigned.

Core Coaching Responsibilities

  • Demonstrate knowledge of child development and developmentally appropriate practices in early learning classrooms and distinguish between high quality and low-quality teacher skills and instruction without bias.
  • Possess a strong understanding of the ECEAP Performance Standards, Washington State Early Learning and Development Guidelines, Early Achievers, and related performance measures.
  • Maintain and monitor program data through required databases and virtual platforms to support compliance, reporting requirements, and continuous program improvement.
  • Support the implementation of adopted curriculum as required or recommended by the Department of Child, Youth and Families or desired based on community or program assessment.
  • Provide initial training, coaching, and ongoing support for classroom practices, curriculum implementation, screenings, assessments, communication tools, room arrangement, lesson planning, schedules, routines, and transitions to ensure compliance with program standards and best practices.
  • Receive training in new curriculums and classroom support strategies and assist in training and ongoing support of classroom staff.
  • Support inclusive classrooms, incorporating Individual Education Plans and 504 Plans in classroom services using Pyramid Model principles and strategies.
  • Support and conduct various screenings for potential delays, including DIAL-4 and ASQ, review with teaching staff, and assist in monitoring development through TSG and observations.
  • Complete Coach Framework Training and reliability in relevant Early Achievers scoring tools and databases.
  • Lead sites through the Early Achievers rating process, completing surveys, uploading video examples, and providing all required information and supporting documentation.
  • Attend relevant Early Achievers, Child Care Aware, and ECEAP coaching meetings and information sessions, including regular Communities of Practice and required Local Implementation Partner meetings.
  • Work collaboratively with Cultivate Learning team members, stay up to date on current processes for Quality Recognition, effectively utilize and support staff in Coaching Companion and the Coaching and Educator Community Interface.
  • Provide regular ongoing formal observations, following the Quality Improvement Cycle. Using practice-based coaching, compiling assessment data to inform practices and training needs at all levels. Review assessment scores with classroom, site, and program staff to help identify areas of strength and develop goals for improvement, and document in required databases.

Additional Responsibilities for Assigned Licensed Subcontractor Childcare Sites

  • Work cooperatively with the Support Services Manager, family navigator, and content area specialists to plan education services integrated with health, mental health, dental health, nutrition, parent involvement, and social services while adhering to program standards.
  • Support the development of program based ongoing family activities with childcare partners. Attend events in support of the site family navigator.
  • Support recruitment, advise ECEAP family committees, interns, and policy council representatives.
  • Consult with the Partnership Manager regarding site-related concerns and collaborate with the Support Services Manager, as directed, for additional clarification, implementation support, or specialized assistance.
  • Support with recruitment and enrollment of eligible children while working to maintain full enrollment. Provide systems for tracking data and maintaining an ongoing waitlist of families according to ECEAP requirements. Inform about updates in Staff/Classroom enrollment to complete the Monthly Family Support Report. Monitor to ensure accurate and timely records of family services, contacts, and outcomes.
  • Monitor the site family navigator with family goal setting (using the mobility mentoring approach), crisis intervention, and self-sufficiency planning and related contract deliverables.

Qualifications

Bachelors Degree in Early Childhood Education, Social Work, Human Services, or related field OR working toward degree completion within 5 years of hiring. Minimum of 2 to 3 years of lead teaching experience in an early childhood classroom such as ECEAP, Head Start or similar program. Experience providing direct family support, case management, or social services; mentoring, coaching, and or training adults. Knowledge of family engagement practices and child development.

Preferred Qualifications

Experience with Early Achievers or similar quality rating systems; knowledge of trauma-informed care and culturally responsive practices. Experience working in an ECEAP program and knowledge of ECEAPs Performance Standards. Experience working in a licensed childcare and knowledge of licensed childcare WACs.

Conditions of Employment

This position is fully in-person and based on campus. Remote work is not available for this role.

This is a ten (10) month per year, full-time professional technical overtime eligible exempt position. The salary is $56,637.50 - $56,637.50 (DOQ/DOE) annually depending on the qualifications and experience of the successful candidate. The state of Washington provides a comprehensive benefits package for state employees. The position may participate in the TIAA/CREF retirement system.
