About the Agency: The Idaho State Board of Education (Board) is established in the Idaho Constitution for the "general supervision of the state educational institutions and public school system." State law charges the Board with the general supervision, governance and control of public schools and postsecondary institutions, including community colleges. The Board is comprised of eight members: seven appointed by the Governor, as well as the statewide elected superintendent of public instruction. The Office of the State Board of Education (OSBE) is charged with providing professional staff support to the Board and implementing the Board's policies, programs, and initiatives.

Summary: The Educator Effectiveness Program Coordinator reports to the Certification and Professional Standards Director at the Idaho Department of Education. The primary responsibility for this position is to work with issues related to the quality and effectiveness of the educators in the state's public K-12 school system, including preparation of teachers at the postsecondary level.

Responsibilities:

Program Management

  • Develop recommendations for state policy amendments regarding K-12 educator preparation, quality and certification, including professional development.
  • Monitor compliance with Idaho statutes, Administrative Code, and Board of Education Governing Policies and Procedures applicable to K-12 education and teacher/educator preparation programs.
  • Oversee management of projects and/or grants related to teacher preparation, and assessment and evaluation, including state federal grants. This may include writing grant proposals or sub-grant proposals and related documents, overseeing budgets, working with various groups and legal counsel regarding subcontract issues, participating in national meetings, preparing annual work plans and federal reports and overseeing cost sharing requirements.
  • Ensure completion of reporting required by the Board or legislation, such as the Educator Evaluation Review, Educator Preparation Program State Reviews, and Title II reporting.
  • Monitor teacher preparation program effectiveness and appropriateness.
  • Participate in national groups and activities related to teacher preparation and evaluation.
  • Oversee and coordinate the activities in the development of teacher preparation programs in Idaho's higher education system, including coordination of various advisory groups and ad hoc committees. This includes periodic reports to the Board and others on progress of implementing enhancements in educator preparation programs.
  • Work with other staff in identifying areas for targeted educator professional development, including comprehensive literacy standard requirements, college and career advising, and teacher evaluations.
  • Liaison with the Professional Standards Commission and State Department of Education staff regarding teacher/educator preparation program and certification

Minimum Qualifications:

  • Directly related professional experience in the field of education
  • Typically gained by a combination of education and experience that is substantially equivalent to a Bachelor's degree OR 4-5 years of professional experience in the field of education.
  • Experience as a certificated educator in Idaho public schools
  • Considerable working knowledge of federal compliance requirements (e.g. Elementary Secondary Education Act and Higher Education Act)
  • Typically gained by experience applying federal requirements to the classroom, school, or in a state setting.
  • Professional experience working with diverse groups to build consensus, typically gained by facilitating projects among educators or educational administrators.
  • Professional project management experience and organizational skills, typically gained by facilitating or leading initiatives that are both time-bound and open-ended, involving multiple stakeholders.

Preferred Qualifications:

  • Experience working with educator preparation programs preferred.
  • Experience conducting instructional staff evaluations in Idaho public schools preferred.

Special Notification: This position is exempt from the rules of classified service under the provisions of Section 67-5303, Idaho Code. This position is educational professional exempt from overtime. The successful applicant will be required to pass a background check.

The State Board of Education requires participation in the Idaho Optional Retirement Plan (ORP) for benefited and non-classified staff who do not have previous credited service with PERSI. The Idaho ORP is a defined contribution plan (401(a)) where both the employer and employee make contributions to the individual employee's account. Employees are immediately vested when enrolled in the ORP. The record keeper for the ORP is Fidelity Investments, and the ORP plan is administered by the State Board of Education. The State Board of Education also provides supplemental deferred compensation (457(b)) and 403(b) plans.
