    Job Description

    General Purpose:

    Ensure assigned transportation terminals meet or exceed applicable DOT, OSHA, environmental, federal, state, local, and DFA regulatory requirements. Maintain and support policies, procedures, records, and training programs that promote a safe, compliant, and accountable workplace. Lead and support injury, accident, and incident investigations; manage workers' compensation cases in coordination with Corporate Risk Management; and complete required reporting and recordkeeping in accordance with DFA and regulatory guidelines. Partner with operations, human resources, risk management, and transportation leadership to support DOT compliance for new and existing drivers, including driver qualification, training, electronic logging, driver tracking systems, and other transportation safety technologies.

    Job Duties and Responsibilities

    Safety and Environmental

    • Plan, organize, direct, and support transportation safety and environmental policies, procedures, and programs in coordination with DFA Risk Management and EHS leadership
    • Administer safety programs, including required training, refresher training, drills, audits, inspections, corrective actions, and program updates
    • Conduct new employee orientation and ongoing safety training; ensure employees complete required training before performing safety-sensitive work
    • Complete first reports of injury, notify appropriate management, and maintain safety, medical, and injury-related employee records in accordance with federal, state, local, and company requirements
    • Manage workers' compensation cases from initial report and investigation through case closure in coordination with Corporate Risk Management and applicable regulatory and company guidelines
    • Serve as a company liaison for regulatory agency inquiries, inspections, and visits, including OSHA, DOT, environmental agencies, and DFA Risk Management
    • Identify opportunities to improve safety performance through audits, observations, incident investigations, safety meetings, trend analysis, and development of improved safety and health practices
    • Ensure outside vendors and contractors meet applicable DFA safety requirements before beginning work on DFA property, including required documentation and Certificates of Liability Insurance
    • Serve as an on-call DFA representative for significant safety incidents, accidents, emergencies, disasters, and other compliance matters
    • Communicate transportation safety and environmental information through training sessions, safety alerts, DairyU, open communication meetings, and one-on-one discussions
    • Coach and mentor managers and supervisors on their responsibilities for implementing and sustaining safety policies, procedures, and expectations
    • Collaborate with local Human Resources and operations leaders to support consistent execution of safety initiatives and effective interaction between HR, operations, and EHS responsibilities
    • Provide training and support in the areas of safety, DOT compliance, defensive driving, environmental compliance, and related transportation safety systems

    DOT Compliance

    • Maintain Driver Qualification Files and communicate expiration notices and compliance needs to field leadership
    • Partner with Human Resources and operations to ensure pre-hire and post-hire DOT requirements are completed for all new hires operating commercial motor vehicles, including PSP, MVR, work history, medical certification, Clearinghouse, and other required documentation
    • Assist with driver prescreening, hiring, onboarding, and annual review processes to support DOT and DFA compliance requirements
    • Manage and actively participate in driver log review processes to support hours-of-service compliance and timely corrective action
    • Manage DFA's electronic logging device system by providing reporting, support, maintenance, training, and coaching to the fleet; use ELD reports to identify at-risk behaviors and improve driver performance
    • Manage processes for tracking accidents and incidents; support location managers with investigations, documentation, corrective actions, and required reporting
    • Monitor DOT compliance activities, identify trends or gaps, and partner with operations and Human Resources to address compliance concerns promptly and consistently
    • Coordinate drug and alcohol testing in compliance with DOT, return-to-work, and DFA requirements; receive and review reports; advise Human Resources of violations or risk; and assist with appropriate follow-up actions
