Position Information

The New Hanover County Board of Elections is seeking an Elections Coordinator to join a dedicated and collaborative team committed to serving the community. In this role, you will plan, coordinate, and support key Board of Elections programs and operations while helping ensure election activities are conducted accurately, securely, and in compliance with all applicable federal, state, and local laws, regulations, policies, and procedures.

Essential Duties

  • Leads the Elections Education & Communications Division by directing staff, overseeing the recruitment and development of Election Officials, managing outreach and public engagement initiatives, and ensuring all training, operational procedures, and public records processes comply with state laws and Board of Elections policies.
  • Directs daily operations of the Elections Education & Communications Division, supervising assigned staff and ensuring efficient workflow and procedural compliance.
  • Develops, implements, and maintains standard operating procedures to support accurate and compliant execution of division responsibilities.
  • Oversees recruitment, onboarding, assignment, and management of Election Officials in accordance with State Board of Elections policy.
  • Designs, delivers, and evaluates training programs for precinct officials and election workers, maintaining expert-level knowledge of polling place procedures and election administration requirements.
  • Leads the department's outreach and public engagement efforts, coordinating initiatives to educate residents on voting procedures and preparing legally required public notices.
  • Serves as the department's media representative in the Director's absence and develops outreach materials using county-approved systems.
  • Manages public records requests by coordinating review, production, and disclosure of responsive records under NCGS 132-6 and NCGS 163, ensuring compliance with retention schedules and legal requirements.
  • Plans, manages, and evaluates division and program operations by assessing community needs, coordinating events, maintaining election-official records, overseeing appointment processes, and delivering public presentations on election services.
  • Maintains internal systems necessary for the execution of divisional responsibilities.

KNOWLEDGE, SKILLS, OR ABILITIES

Knowledge of principles and practices related to Elections; applicable local, state, and federal statutes; community resources; basic finance principles; marketing and promotion principles; educational practices, especially pertaining to adults; public funding requirements; basic math.

Skilled in operating a computer, website development, and the use of learning management systems.

Hours:

8:00 AM - 5:00 PM, Monday - Friday. Overtime is common and should be anticipated during election-related events.

Must be available to report for emergency work assignment during emergency situations.

Salary Information:

The salary range for this position is $53,668.00 - $91,234.00. The hiring range for this position is $53,668.00 - $72,451.00 annually plus a competitive benefits package. Salary will be determined based on qualifications, internal equity, budget, and market considerations.

Qualifications

Bachelor's Degree in a course of study related to the occupational field, and two (2) years of related experience.

Licenses/Certifications

  • Valid North Carolina Driver License required by first date of employment with good driving record.

PHYSICAL REQUIREMENTS/WORKING CONDITIONS

While this position does not involve extensive routine physical demands, the employee must be capable of lifting and moving large quantities of paper records and election-related materials for filing, retention, and operational purposes. The position also requires sufficient visual acuity, manual dexterity, and coordination to effectively utilize voter registration and election management systems.

Additional physical activity, including occasional heavy lifting, may be required during polling place setup, election operations, and other election-related activities.
