The City’s treatment facilities serve a population equivalent of 240,000 within a three-city area with an average annual flow of 45 million gallons per day (MGD). Willow Lake is the primary treatment facility for the City with a dry weather secondary treatment capacity of 65 MGD, a wet weather secondary treatment capacity of 115 MGD, and a peak wet weather capacity of 155 MGD. It can be operated in trickling filter/activated sludge, conventional air activated sludge and in a combination of both processes plus selective treatment based on flow and load fluctuations.

What you will do: 
You will serve as the lead worker in a small group of electricians and instrument technicians. Your responsibilities will include design and drawing reviews, creating work orders, assigning tasks, and performing all duties of an Electrician 1. These duties encompass completing preventive maintenance (PM) and corrective maintenance (CM) work, as well as addressing breakdowns on electrical, instrumentation, and communication equipment for the Public Works Wastewater Treatment Plant. Maintenance tasks for electrical, instrumentation, and communications will involve troubleshooting, direct replacement, calibration, and repair of equipment such as motors, gates/valves, analysis equipment and systems, process control equipment, analog and digital devices, power generation systems, and DCS and PLC monitoring systems.

Additional information on job responsibilities: 
• Designs, modifies, and installs electric circuits, computerized motor controls, lighting, streetlights, traffic signals, and alarm controls. 
• Maintains written work records and prepares reports, including finalizing work orders and drawings project status into databases programs or asset management programs. 
• Designs or verifies design of, installs, maintains, troubleshoots, and repairs a variety of electrical and instrumentation equipment, and electrical systems, sub-systems, circuits, and controls; interprets and works from plans and/or develops sketches or designs for work, as appropriate. 
• Responds to failures, disasters and emergencies involving electrical systems and equipment; performs routine and preventative maintenance. 
• Performs a variety of electrical construction and structural installation or maintenance; operates a variety of hand, power and hydraulic tools to perform work, including aerial and crane trucks. 
• Ensures that repairs and installations are safe and operate properly; evaluates safety and operability of systems; reviews the work of contractors to ensure compliance with specifications and standards. 
• Performs a variety of diagnostic and analytical tests, including those involving programmable logic controls, infra-red, ultra-sonic; researches information as necessary to perform duties and maintain accuracy. 
• Maintains records, supplies and equipment; maintains and stocks service vehicles as assigned; determines materials needs; carries out all required safety procedures. 
• Maintains written work records and prepares reports. 
• Develops procedures with supervisor and other department or division staff. 
• Plans and organizes assigned job; estimates time, materials and equipment; orders and purchases materials; coordinates job activities with other crafts and trades personnel; reviews plans and specifications, and confers with engineers, design professionals and inspectors on suggested changes and modifications. 
• May lead crew of trade helpers or technicians to assist with projects. 
• Responds to calls to work during emergencies.

What are the minimum qualifications? 
• Must pass the pre-employment background check and physical. 
• Must have an Oregon Driver License and have a driving record that meets the City of Salem’s driving standards. 
• Graduation from high school, or G.E.D., with supplemental coursework in the electrical, electronic, or mechanical trades, and two years’ experience as an electronic instrumentation systems technician or in a process control and maintenance position, including experience with microprocessor-based systems or distributed control systems, or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities to perform the essential job functions. 
• A valid Oregon Electrical General Supervising (S) or Limited Supervising (PS) license or higher is required.

What you will bring along: 
• Experience with distributed control systems and process control equipment. 
• Knowledge of the current National Electric Code. 
• Knowledge of electrical, instrumentation, and electronic systems used in area of assignment. 
• Knowledge of maintenance, calibration, repair, and construction of mechanical, electrical, instrumentation, and electronic systems. 
• Knowledge of methods, materials, and tools used in the repair, maintenance, and calibration of electrical, electronic, instrumentation, and computerized monitoring and control systems. 
• Knowledge of occupational hazards and proper safety precautions. 
• Proficiency in operations and use of testing equipment and controls installed for the proper functionality of a control system. 
• Knowledge of contemporary office practices and procedures, as well as basic office software products. 
• Ability to complete electrical maintenance projects consistent with regulations and departmental project time frames. 
• Ability to read and interpret blueprints, electrical systems diagrams, and P&ID’s. 
• Proficiency in use of modern electrical, electronic, and instrumentation diagnostic instruments. 
• Ability to communicate effectively verbally and in writing to a wide range of individuals. 
• Ability to comprehend and apply concepts for enhancement and efficiency of department and general operations. 
• Ability to establish and maintain effective working relationships with individuals and coworkers.
