Purpose of Announcement

EXAMINATION IS ANNOUNCED TO ESTABLISH AN EMPLOYMENT LIST TO FILL ONE (1) CURRENT WEST JEFFERSON VACANCY IN THE DEPARTMENT OF EMERGENCY MANAGEMENT AND FUTURE VACANCIES AS THEY OCCUR.

Kind of Work

The purpose of this position is to perform responsible administrative work assisting the Assistant Director/Emergency Management Coordinator III in the daily operations of the Emergency Management Department. This position is responsible for developing, implementing, and maintaining comprehensive emergency management plans and programs to ensure the safety and preparedness of Jefferson Parish. This role involves coordinating with local, state, and federal agencies, as well as with community organizations, to prepare for, respond to, and recover from emergencies and disasters. Employee prepares federal budget and assist in the parish budget; prepares monthly expenditure reports for federal funding; work with department of homeland security grant funding and provide reports of funding. Assists in the activation of Emergency Operations Center by ensuring the EOC and the 911 center are in working condition and ready for activation. This position is an essential, emergency duty status worker and may not be relieved of duty when the Parish President or their designee recommends a voluntary or mandatory evacuation of Jefferson Parish. Position requires driving of a Parish vehicle, thus possession of a valid drivers license and acceptable driving record will be given preference.

Minimum Qualifications For Admission to Examination

Meets ONE of the following options:

1) Current employment with Jefferson Parish and permanent civil service status at or above the level of Emergency Management Coordinator I, with experience assisting with the preparation and training of Emergency Management plans and operating procedures.

OR

2) Possession of an accredited Bachelors degree in Emergency Management, Fire Science, Atmospheric Science/Meteorology, Homeland Security, or a related field; PLUS, significant experience (approx. one year) working in an emergency management capacity (such as a disaster planner, EM educator…etc.) or in the field of law enforcement, EMS, or firefighter emergency response (i.e., applicable certification required*).

OR

3) Possession of an accredited Associates degree in a major of study, as described in Option 2; PLUS, considerable experience (approx. three years) working in an emergency management capacity (such as a disaster planner, EM educator…etc.) or in the field of law enforcement, EMS, or firefighter emergency response (i.e., applicable certification required*).

OR

4) Possession of a high school diploma (or equivalent); PLUS, extensive experience (approx. five years) working in an emergency management capacity (such as a disaster planner, EM educator…etc.) or in the field of law enforcement, EMS, or firefighter emergency response (i.e., applicable certification required*).

  • Applicants attempting to qualify via experience in law enforcement, EMS, or firefighter emergency response must submit proof of active certification in their respective field, to include: (i) the Peace Officer Standards and Training (POST) certification, (ii) certification through the National Registry of EMTs and a Louisiana EMS practitioner license, OR (iii) the Firefighter 1 certification through the International Fire Services Accredited Congress (IFSAC).

Substitution: Active certification as an Associate Emergency Manager (AEM) may substitute for two (2) years of the experienced required in Option 4.

(ENTRANCE AND PROMOTIONAL)

The examination may consist of a written test, a rating of training and experience, an oral panel interview or any combination thereof. Acceptable applicants will be notified of the time, date, and place of any assembled testing. Applicants must supply complete and accurate information concerning their training and experience including a detailed description of their work experience, the names and addresses of all previous employers and the dates of employment. The information is subject to verification and the Personnel Department reserves the right to determine the quality and quantity of education and experience claimed for credit.

JEFFERSON PARISH CIVIL SERVICE BENEFITS

Vacation (Annual Leave)

Employees accumulate one half day of paid vacation for every two weeks worked.

Leave accrual rates increase with years of service. Any unused annual leave is

usually paid upon separation from Parish Employment.

Sick Leave

Employees accumulate one half day of paid sick leave for every two weeks worked.

Sick leave is available for personal illness, injury or medical consultations.

Holidays

Nine paid official holidays are observed, plus any holidays declared by Parish Officials.

Life Insurance

All regular employees receive a life insurance policy equal to one years salary.

Extra insurance may be purchased.

Medical Insurance

An HMO medical insurance plan is avalable for employees and their

dependents. Jefferson Parish pays 80% of the premium for employees and 50% of

the premiums for dependents.

A Flexible Benefits Plan

Employees have the opportunity to save money by paying for health

insurance and optional insurance with pre-tax dollars. A Flexible Savings

Account for Medical Expenses and Dependent Care is also available.

Retirement

Most regular employees belong to the Parochial Employees Retirement

System instead of the Social Security System. For employees hired after

January 01, 2007, a pension calculated at 3% of salary per year of service

is provided upon retirement at age 67 with 7 years of service, age 62 with

10 years of service, or age 55 with 30 years of service.

Tenure Payment

Employees are paid $25 per year of service in December of each year.

Employees must have worked two years before the first check is paid.

Deferred Compensation Plan(457b plan)

Similar to 401K programs, the 457b Deferred Plan allows employees to defer

up to $14,000 of pretax income each year to supplement retirement savings.

Pre-tax contributions can be cashed in upon retirement or termination without

penalty. This plan is provided by Nationwide Retirement Solutions 1-877-677-3678.

Special leaves of absence for military service, maternity leave, etc.
