General Description:

This position oversees all phases of emergency management at various campuses and any off-campus locations. This position provides support and collaboration on College-wide emergency management preparation and campus readiness to ensure compliance with Federal and state laws and regulations, as well as College initiatives, policies and procedures.

Duties and Tasks:

• On a 24/7 basis, coordinate response and recovery efforts to campuses before, during and after an incident or planned event. Respond directly to the incident/event as necessary or directed.
• Serve as a liaison to faculty, staff, and students on assigned campuses, and local governmental agencies, community organizations, or others to explain and provide technical assistance on emergency management program specifics, planning and preparedness, and requirements.
• Meet with campus/college leadership regularly to ensure open communications on planning and procedures to assure that college employees and organizational units are ready to respond in practical, productive ways to emergencies and to ensure compliance with mandated Federal, state, and college emergency management regulations.
• Provide review and compliance assurance with emergency management activities including but not limited to Governor's Executive Orders, Clery Act, College policies and procedures and other related emergency management responsibilities.
• Coordinate, create and maintain all OEMS planning documents to include the College Continuity of Operations Plan (COOP), the College Emergency Operations Plan (EOP), the College Emergency, Status, and Other Communications Protocols, the Family Assistance Center Plan, and the College Emergency Action Plan (EAP).
• Work closely with the Emergency Management Coordinator/Trainer to determine compliance, delivery and after-action reporting. Prepare updates/changes to emergency plans accordingly.
• Prepare reports of findings and recommendations, as well as justifications for changes, to the Director of OEMS. Represent the College on committees and/or outside groups that further the development of emergency preparedness and planning.

Must be able to pass a fingerprint-based criminal background check.

Minimum Qualifications:

KSA's:

• Understanding of emergency management procedures and planning processes and technologies
• Ability to implement and improve a broad-based, practical, and effective emergency management program and planning documents.
• Ability to effectively and appropriately relate, network and communicate with senior executives, Administrative Council, College governance, and College employees at all levels, as well as with external offices and agencies such as the Virginia Department of Emergency Management, local emergency management offices, FEMA, and the Department of Homeland Security.
• Ability to collect, organize, retain, analyze, and produce information related to emergency management and emergency response.
• Ability to communicate and work effectively during high stress situations.
• Ability to make effective presentations to large and small groups.
• Ability to prepare technical reports.
• Ability to recognize training, exercise, and planning deficiencies and correct deficiencies in collaboration with other OEMS personnel.
• Ability to understand the mission and strategic direction of the College.
• Ability to use, and to assist others in using, traditional or advanced planning, training, and exercise techniques for assessing needs and formulating responses.
• Ability to use technology to work and communicate remotely or from the Emergency Operations Center.
• Ability to work well in teams.
• Ability to be flexible, work with minimal direction, and work independently.
• Working knowledge of emergency preparedness principles, preparedness, continuity planning, and incident management concepts.
• Excellent English speaking and writing skills and effective communication skills.
• Demonstrated ability to manage multiple priorities, work independently, exercise initiative, and rapidly learn new operational processes and regulatory requirements.

Minimum Work Experience:

• Coursework applicable toward the Emergency Management Institute's Advanced Professional Series (APS).
• Certification in the FEMA Professional Development Series (PDS) or completion of all required courses.
• Completion of FEMA IS 100.c, 130.a, 200.c, 201.a, 360, 363, 700.b, 800.d.
• Experience supporting, coordinating, implementing, or developing emergency preparedness, continuity, safety, operational, or emergency response initiatives.
• Experience coordinating across departments, stakeholders, or operational units in a complex organizational environment.
• Experience assisting with training, exercises, drills, presentations, or emergency preparedness outreach activities.
• Pass a background investigation.
• Pass the Criminal Justice Information Services (CJIS) background and training.
• Must be able to complete FEMA 300 and 400 courses within one year of hire.
• Must be able to complete the Homeland Security Exercise and Evaluation Program (HSEEP) within one year of hire.
• Unrestricted Valid Driver's License in good standing.

Additional Considerations:

• Certified Emergency Manager (CEM), Associate Emergency Manager (AEM), or other relevant emergency management certifications.
• Experience leading, designing, or managing emergency management, continuity, operational resilience, preparedness, or safety programs within a complex organization.
• Training and/or experience in emergency preparedness, emergency response, continuity planning, campus operations, public safety, or related operational environments.
• Experience working in higher education, government, public safety, facilities operations, emergency preparedness, continuity, homeland security, safety, or related operational environments.
• Experience developing, facilitating, or evaluating emergency training programs, exercises, drills, outreach initiatives, grant writing, and/or grant management activities.
• Experience in one or more emergency management functional areas, including preparedness, mitigation, response, recovery, continuity of operations, operational resilience, or crisis management.
• Experience coordinating or collaborating with public agencies, emergency services, public safety entities, or external stakeholders.
• Experience developing or supporting Emergency Operations Plans (EOPs), Continuity of Operations Plans (COOPs), Emergency Action Plans (EAPs), or related operational plans.
• Familiarity with National Incident Management System (NIMS), Incident Command System (ICS), and higher education emergency preparedness practices.
