Support the U.S. Department of the Treasury's Office of Safety, Health, and Emergency Preparedness (SHEP)

Our client is seeking an experienced Emergency Management Tool Support Specialist to support the U.S. Department of the Treasury's Office of Safety, Health, and Emergency Preparedness (SHEP). This role is responsible for the administration, support, training, and operational readiness of Treasury's emergency management technology platforms, with a primary focus on BlackBerry AtHoc and Everbridge Visual Command Center (VCC).

This position serves as the technical liaison between Treasury stakeholders, Departmental Offices IT, and software vendors to ensure emergency communication systems remain secure, operational, and ready to support continuity of operations and emergency response activities.

Primary Systems Supported
The successful candidate will provide technical support and administration for:
• BlackBerry AtHoc
• Everbridge Visual Command Center (VCC)
Experience with these platforms is highly preferred. Candidates with experience supporting comparable emergency notification or crisis management platforms will also be considered.

Key Responsibilities

Emergency Management Systems Support

• Administer, maintain, and troubleshoot BlackBerry AtHoc and Everbridge Visual Command Center (VCC).
• Monitor system functionality and coordinate technical issue resolution with Treasury IT staff and software vendors.
• Support software upgrades, testing, configuration changes, and system enhancements.
• Maintain user accounts, distribution lists, permissions, and system databases.
• Ensure emergency communication platforms remain operational and ready for exercises and real-world emergency activations.

Exercise Planning & Operational Support

• Support continuity of operations (COOP) exercises and emergency preparedness activities.
• Activate and monitor emergency notification systems during exercises and real-world events.
• Assist with planning, execution, and after-action support for emergency exercises.
• Participate in operational readiness activities to ensure system reliability.

Training & Documentation
• Develop and update user guides, Standard Operating Procedures (SOPs), and technical documentation.
• Deliver instructor-led and virtual training for Treasury employees and Accountability Officers.
• Provide ongoing technical support and guidance to system users.
• Assist with onboarding new users and promoting effective system utilization.

Compliance & Security

• Maintain documentation supporting cybersecurity compliance initiatives, including FISMA requirements.
• Assist with POA&M tracking and audit preparation.
• Ensure supported systems comply with Treasury security standards and operational procedures.

Stakeholder Collaboration

• Coordinate with Treasury SHEP personnel, Departmental Offices IT, contractors, and software vendors.
• Represent Treasury in technical meetings, emergency management working groups, and interagency forums.
• Communicate technical information clearly to both technical and non-technical audiences.

Required Qualifications

Candidates should possess experience supporting one or more enterprise applications, with strong preference given to those with experience in:
• BlackBerry AtHoc
• Everbridge Visual Command Center (VCC)
Experience with similar emergency notification or crisis management platforms (such as AlertMedia, Rave Mobile Safety, OnSolve, or comparable enterprise notification systems) is also valuable.


Required Skills

• Minimum of 3 years supporting enterprise software applications or technical systems.
• Experience troubleshooting software applications and coordinating issue resolution.
• Experience managing application users, permissions, databases, or distribution lists.
• Experience developing technical documentation, SOPs, or user guides.
• Experience delivering end-user training.
• Strong analytical and problem-solving skills.
• Excellent written and verbal communication skills.
• Strong customer service orientation with the ability to support both technical and non-technical users.
• Proficiency with Microsoft Office Suite.

Education & Experience

• High School Diploma or equivalent required.
• Associate's or Bachelor's degree in Information Technology, Emergency Management, Homeland Security, Computer Information Systems, or a related field is preferred.
• Equivalent professional experience will be considered.

Security Requirements

• U.S. Citizen or Lawful Permanent Resident with a minimum of three years of U.S. residency.
• Ability to obtain and maintain a Moderate Risk (MBI/Tier 2) Background Investigation.
• Ability to satisfy Homeland Security Presidential Directive 12 (HSPD-12) requirements.

The ideal candidate is a technically strong application support professional with experience administering enterprise software and supporting end users in a secure environment. They are comfortable troubleshooting complex systems, collaborating with IT teams and vendors, developing training materials, and ensuring critical emergency communication platforms remain available when they are needed most.

Experience with BlackBerry AtHoc and Everbridge Visual Command Center (VCC) will position candidates for immediate success in this role.
