This position provides support to the emergency preparedness staff to ensure JEA is ready to respond effectively to emergencies and disasters, while also playing a role in community outreach and compliance efforts. Assists in researching, compiling, organizing, developing, and maintaining Emergency Preparedness plans and procedures to safeguard the organization''s assets, employees, and operations. Guidelines are available but are not completely applicable to the work or have gaps in specificity requiring judgment in interpreting, analyzing, and adapting methods, techniques and procedures to specific cases or problems. Solves problems within established parameters and identifies and recommends responses to new and unusual circumstances. Completed work is evaluated for effectiveness in meeting policies and established guidelines. Regular contact with other work groups and internal leadership is required for work efforts or problem resolution.

  • Assist in the development, implementation, and maintenance of comprehensive emergency preparedness plans, protocols, and procedures.
  • Participate in community outreach efforts to educate and promote the use of best practices related to emergency management.
  • Gather and review information and interpret findings; prepare documentation for management decision and approval on matters related to the implementation of Emergency Preparedness activities and operations of the Emergency Operations Center (EOC).
  • Maintain accurate records and schedules related to existing preparedness plans, including JEA''s Integrated Preparedness Plan (IPP).
  • Assist in reviewing emergency preparedness plans developed by JEA business units and recommend improvements to enhance response capabilities.
  • Provide administrative support to emergency preparedness staff in the preparation and implementation of emergency plans, i.e., create, print, copy documents; put together binders; assist with use of online meeting platforms, etc.
  • Collaborate with others to prepare, update, and maintain training manuals related to assigned positions in the EOC.
  • Attend and participate in workshops, conferences, and exercises related to best practices in emergency management.
  • Assist in conducting special studies and surveys necessary for the organization, to plan and evaluate various phases of the emergency management program.
  • Assist in executing emergency preparedness exercises and drills for employees, and response and recovery activities of a disaster or emergency.
  • Review documents prepared by others for accuracy, eligibility, and completeness and to provide administrative assistance as needed.
  • Schedule meetings as necessary to keep others informed of procedures, guidelines, and required documentation.
  • Perform other job-related work as assigned.

OPEN REQUIREMENTS:

High school diploma and a four (4) year combination of education and job-related experience in emergency management, disaster response, or related field

OR

A bachelor's degree in business, public administration, emergency management, or a related field.

LICENSING/CERTIFICATION/REGISTRATION:

A valid driver's license is required prior to employment and must be maintained during employment in this classification.

The following certifications must be obtained within six (6) months of employment and maintained during employment in this classification:

FEMA IS-100.c - Introduction to the Incident Command System, ICS 100

FEMA IS-200.c - Basic Incident Command System for Initial Response, ICS-200

FEMA IS-700.b - An Introduction to the National Incident Management System

FEMA IS-800.d - National Response Framework, An Introduction

Current starting pay is $29.06/hour, per the collective bargaining agreement (AFSCME).
