POSITION SUMMARY

The Emergency Preparedness Coordinator supports the Manager of Emergency Preparedness System Safety Officer (SSO) in developing, implementing, and maintaining comprehensive emergency management programs that ensure organizational readiness and regulatory compliance. The Emergency Preparedness Coordinator coordinates emergency operations planning, business continuity, disaster recovery, training, and preparedness activities across the organization. Working closely with leadership and key stakeholders, the coordinator develops and evaluates emergency response plans, exercises corrective actions, and continuous improvement initiatives. The Emergency Preparedness Coordinator serves as a liaison with governmental agencies, healthcare coalitions, emergency response partners, and community organizations to strengthen preparedness and response capabilities. The Emergency Preparedness Coordinator supports emergency operations and command center activities during drills, exercises, and actual incidents to promote a safe, resilient, and effective response environment.

PRIMARY ACCOUNTABILITIES

• Assists the Manager of Emergency Preparedness SSO in the design, implementation, monitoring, and coordination of emergency preparedness standards and requirements, including The Joint Commission (TJC), the Agency for Health Care Administration (AHCA), the National Fire Protection Association (NFPA), the Federal Emergency Management Agency (FEMA), the Centers for Medicare & Medicaid Services (CMS), the Occupational Safety and Health Administration (OSHA), the Environmental Protection Agency (EPA), the Department of Homeland Security (DHS), DNV Healthcare USA Inc. (DNV), and other applicable federal, state, local, and accrediting body requirements.
• Develops, maintains, reviews, and updates emergency operations plans, continuity and recovery plans, disaster plans, policies, procedures, and related emergency management documents based on identified risks, regulatory requirements, and organizational needs.
• Constructs, designs, develops, monitors, and submits appropriate plans and required reports for TJC, regional, state, federal, and local governmental agencies addressing all required emergency management criteria.
• Coordinates and implements education and training of disaster and emergency preparedness plans in collaboration with leadership, department leaders, staff development partners, and other key stakeholders.
• Represents Health First through interaction with state, regional, county, and local Emergency Operations Center functions, task forces, healthcare coalitions, EMS, public health, fire, law enforcement, and other external response partners.
• Designs, develops, implements, and evaluates disaster and emergency preparedness drills, exercises, critiques, after-action reporting, corrective action planning, and follow-up activities to support continuous improvement.
• Activates and supports the Emergency Operations Plan, COOP plan, and Health First Command Center during drills, exercises, emergencies, or potential crisis situations, including assigned incident command roles as appropriate.
• Monitors and tracks emergency preparedness response activities, including 24/7 readiness, crisis coordination, alert and notification processes, operational support, and command center supply readiness before, during, and after events.
• Supports or facilitates emergency preparedness committees, subcommittees, projects, corrective action planning, improvement initiatives, and timely follow-up of assigned action items related to safety and emergency management programs, as assigned.
• Keeps informed of activities or changes that may affect emergency likelihood, response efforts, and emergency plan implementation; mentors'' students, interns, and staff regarding emergency management responsibilities

Work Experience

MINIMUM QUALIFICATIONS

• Education: High School Diploma or equivalent
• Work Experience: Any one of the following:
• Five (5) years of experience in healthcare OR
• Five (5) years of experience in Emergency Medical Services, Fire Service, Law Enforcement, Industrial safety, security, or emergency management.
• Licensure: None
• Certification: None
• Skills/Knowledge/Abilities:
• Must have considerable demonstrated knowledge of TJC Disaster & Emergency Preparedness, NFPA and AHCA standards
• Previous experience in communicating with people of diverse backgrounds, educational levels, with regulatory agencies, and in the direct supervision of others
• Ability to write concise reports, draft policies and procedures and response to official inquiries
• Excellent interpersonal and communication skills with ability to work well with volunteers, community groups, peers, visitors, local law enforcement, fire and EMS personnel
• Ability to perform duties in an independent manner and possess creativity and team leadership skills

PREFERRED QUALIFICATIONS

• Education: Associate's degree in Emergency Management, Homeland Security, Safety Management, Industrial Hygiene, Criminal Justice, Public Administration, Nursing, Security Management or related degree.
• Certification: Certified Healthcare Emergency Professional (CHEP) or Certified Emergency Manager (CEM) certification

PHYSICAL REQUIREMENTS

• Majority of time involves sitting or standing; occasional walking, bending, and stooping.
• Long periods of computer time or at workstation.
• Light work that may include lifting or moving objects up to 20 pounds with or without assistance.
• May be exposed to inside environments with varied temperatures, air quality, lighting and/or low to moderate noise.
• Communicating with others to exchange information.
• Visual acuity and hand-eye coordination to perform tasks.
• Workspace may vary from open to confined.
• May require travel to various facilities within and beyond county perimeter; may require use of personal vehicle.
